Duties

Manage the Combatant Command (CCMD) Joint Frequency Management Office (JFMO) to coordinate electromagnetic spectrum allocations, frequency selections, and supportability reviews with military services, federal agencies.

Plan satellite communications (SATCOM) and Global Broadcast System (GBS) resources supporting real-world operations, contingencies, and joint exercises.

Lead the Joint Spectrum Interference Resolution (JSIR) Program in accordance with Joint Staff directives maintaining reports of electromagnetic and radio frequency interference (EMI/RFI), and directing on-site spectrum surveys at installation levels.

Develop critical joint communications policy directives, SOPs, and Joint Operational Plans (OPLANs/CONPLANs) participating as a key communications planner in Operational/Joint Planning Groups (OPG/JPG) to design command architectures.

Serve as an action officer delivering mission-critical briefings, operational documentation, and training operations to provide crisis response planning and support, while maintaining situational awareness of command-wide military operations.

Requirements

  • Must be able to obtain and maintain a Top-Secret security clearance based on a single-scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • Subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Required to travel for duty (TOY) up to 10% of the time and must be able to obtain a valid U.S. passport.
  • Must be able to work nights, weekends, and holidays in response to contingencies and other requirements as directed.
  • Must be able to perform shift work in response to contingencies and other requirements as directed.
  • Must be willing to travel on military and commercial aircraft.
  • Required to participate in the DoD/DA Immunization program, to include live vaccinations as required by DoD/DA policy, if deployed in the AOR.
  • Must be certified in spectrum management courses: Interservice Radio Frequency Management School (IRFMS), U.S. Army Spectrum Management Course, U.S. Navy Fleet Spectrum Manager (FSM) Course and U.S. Airforce Spectrum Manager Course.

Qualifications

  • One year of specialized experience which includes:
  • Planning joint electromagnetic spectrum operations and frequency allocations, to include performing complex engineering calculations to select and deconflict operating frequencies;
  • Managing and executing satellite communications resource allocations, and utilizing specialized database management tools;
  • Analyzing complex electromagnetic and radio frequency interference (EMI/RFI) in accordance with Joint Staff directives, to include directing the Joint Spectrum Interference Resolution (JSIR) program;
  • Evaluating joint telecommunications policies, standard operating procedures, and communications operational and contingency plans to ensure compliance with national, international, and Department of Defense (DoD) regulatory frameworks.
