About the Role

The Team Lead/Training Officer (TLTO) directly supports the program requirements for the Contract by serving dual roles as both the team lead and training officer. The TLTO achieves program objectives by interfacing with customers and supervising a diverse team of Custody Officers. Responsibilities include supporting the program manager’s daily operations relative to contract management, security, scheduling, training, and overseeing daily on-site operations.

The TLTO will have excellent team management skills, analytical and problem-solving skills, and dynamic customer engagement and relationship management abilities. The TLTO will operate independently with limited supervision and feedback, be a strong team player, and can establish solid working relationships with staff members, peers, and external Government customers.

The TLTO delivers training programs for detention staff, ensuring they are equipped to handle the challenges of working in detention operations. This includes conducting classroom and firearms range training sessions, proctoring exams to assess comprehension, and maintaining meticulous records of training completed.

The TLTO shall be a certified instructor and obtain certification from a state or nationally recognized institution. Certification may be established by documentation of experience in teaching positions or by successful completion of a course of training for qualifying personnel as instructors.

The Training Officer shall possess in-depth knowledge of the ICE National Detention Standards (NDS) through experience working in an ICE hold room/detention facility. In-depth knowledge of the American Correctional Association standards is acceptable in lieu of NDS knowledge. The Training Officer shall obtain certification as a certified firearms instructor and as a Red Cross certified CPR/AED First Aid instructor.

Responsibilities

  • Field supervision of Detention Officers.
  • Provide supervision, guidance, and on-the-job training to improve Detention Officer skills, reinforcing the critical nature of their responsibilities.
  • Assure consistent delivery of service regardless of shift or location, take immediate action to correct problems, and respond whenever called upon.
  • Brief Detention Officers during muster and post checks regarding any changes in Post Orders or any unusual or emergency situations.
  • Conduct on-the-job training to correct deficiencies in Detention Officer performance or to strengthen and refresh knowledge of critical skills and issues.
  • Report any emergency to the Program Manager (PM) and/or Contracting Officer’s Representative (COR).
  • Document incidents with complete and accurate verbal and written reports.
  • Review sign-in/out sheets to ensure proper timekeeping by Detention Officers.
  • Manage break schedules and ensure all Detention Officers receive breaks and proper relief.
  • Provide oversight and management and direct reporting of detainee counts.
  • Assist detention officers in dealing with any incident of disturbance or lack of cooperation from a detainee.
  • Inspect every area of the facility where detainees are present at least once per shift.
  • Responsible for the operational functions and duties required in operating a hold room/detention center, including detention, processing, administration, and transportation operations as required in the contract.
  • Provide effective leadership and supervision of all subordinate personnel.
  • Schedule adequate staffing for all assigned posts and ensure minimum manning standards are maintained.
  • Ensure duties are accomplished as directed in the contract. Perform other duties as assigned.
  • Inspire and motivate employees to perform duties to ensure contract compliance.
  • Ensure Detention Officers are trained in the expectations and requirements of their duties.
  • Provide timely and ongoing feedback to the PM on employee performance.
  • Motivate and provide recognition to exemplary employees.
  • Enforce ICE National Detention Standards, policies, procedures, and orders related to custody, care, and treatment of detainees in holding room facilities.
  • Conduct daily quality assurance inspections of areas of responsibility, including detention facilities, posts, equipment, uniforms, and knowledge of post orders, ICE National Detention Standards, and current policies, procedures, and regulations of all subordinate contract personnel.
  • Correct discrepancies on-the-spot as appropriate.
  • Responsible for the effective and efficient control, operation, and security of the hold room/detention facility.
  • Perform duties in a hold room/detention facility environment, working with a wide variety of people from different cultures, backgrounds, and speaking various languages while performing multiple functions.
  • Armed Detention Officers are responsible for guarding and safeguarding non-citizen detainees and the general public at government buildings in either custodial or court settings.
  • Qualify on a standard course of fire twice yearly and up to four times annually if required.
  • Complete all training, basic and annual refresher, maintain an appropriate level of fitness, and continually meet all job requirements throughout the contract lifespan.
  • Perform duties related to the detention, processing, safeguarding, security, and escort of detainees as required by the contract.
  • Exercise surveillance and control over detainees and maintain order and discipline.
  • Make official entries in the processing logbooks that are legible and complete.
  • Conduct security and sanitation checks of the area.
  • When required, duty carry one of the authorized intermediate weapons, used in accordance with Service-approved Use of Force policy.
  • Ensure the communication radio is in good working order with a fully charged battery.
  • Inspect, maintain, and care for authorized equipment.
  • Qualify with a company-issued semi-automatic pistol with appropriate duty belt and magazines.
  • Successfully complete all assigned training, including defensive tactics and courses requiring a minimum physical stamina.
  • Perform all work duties and activities in accordance with organization policies and procedures.
  • Follow company-wide safety policies and practices and adhere to responsibilities concerning safety prevention, reporting, and monitoring as outlined in the Officer Handbook and other Company Safety Policies.

Training Duties

  • Maintain current instructor certifications.
  • Maintain and update all training records.
  • Ensure employee training meets NDS standards and that these standards are communicated to the workforce and met in every aspect of Contractor services.
  • Establish and maintain current documentation regarding all training in both administrative and employee files.
  • Test employee proficiency through written, practical, or oral reviews.
  • Confirm employee proficiency testing results through methods such as on-the-job training and inspections.
  • Conduct the Firearms Training Program compliant with the contract and state laws and regulations, including safety procedures, laws, and regulations.
  • Conduct baton training.
  • Arrange firing range facilities for training.
  • Ensure all required weapons testing proficiency is maintained by all AIP staff required to carry a weapons system.
  • Conduct Disturbance Control Team training program in compliance with ICE policy, regulations, and instructions.
  • Ensure all guard staff remain certified and physically fit to perform assigned duties.
  • Ensure continual self-assessment and corrective action where needed to maintain an effective training program.
  • Ensure storage remains organized and inventory of items stored is accurate.
  • Maintain current records for all guard licenses as well as all training records.
  • Maintain all training equipment and ensure it is available and in working order.

Requirements

  • Hold an accredited bachelor’s degree in an appropriate discipline or have three to five years of related industry experience, with knowledge of program objectives, policies, procedures, and requirements for managing a secure hold room/detention facility.
  • Possess a high school diploma or equivalent (GED).
  • Valid state-issued driver's license and Firearms Carry Permit.
  • Minimum of twenty-one (21) years of age.
  • Social security card issued and approved by the Social Security Administration and U.S. citizenship.
  • Pass all pre-employment and random drug tests and background screenings.
  • Minimum 2 years managing diverse and integrated workforces.
  • Obtain and maintain a DHS/ICE government clearance.
  • Excellent interpersonal and communication skills, including strong oral and written communication.
  • Exemplary attention to detail.
  • Maintain sensitivity to, and report on, instances of fraud, waste, and abuse.
  • Strong communication, analytic, problem-solving, team-building, and collaboration skills.
  • Ability to work in a team environment as well as independently.
  • Adaptability to new challenges with a strong motivation to grow and learn in new areas.
  • Concisely and accurately prepare and write narratives of incidents and other written reports.
  • Exercise judgment and use discretion in dealing with first response to all situations.
  • Demonstrate proficiency in methods and techniques of securing and controlling detainees by following required training, policy, and procedure.
  • Maintain physical fitness standards and proficiency with firearms issued and other special equipment.
  • Maintain a professional personal appearance, calm demeanor, and ability to maintain poise and self-control during situations involving mental stress, such as fires, explosions, disturbances, and building evacuations.
  • Maintain discretion with confidential information.
  • Possess a high degree of integrity, accountability, and adhere to the DHS ICE National Detention Standards.
  • Ability to work with a diverse population of people, including those of different cultures, values, and lifestyles, with a cross-cultural perspective.
  • Obtain and possess state or national-level recognized institution certification as an instructor.
  • Above-average verbal and written communication skills, able to make presentations to employees at all levels of the facility and write cohesive and comprehensive documentation.
  • Knowledge of program objectives, policies, procedures, and requirements for managing a secure detention/hold room facility.
  • Knowledge and working understanding of ICE NDS.
  • Appropriate-level security clearance issued by the Department of Homeland Security Personnel Security Division.
  • Must not be currently employed by any federal agency, including active-duty military, where employment under this contract could create a conflict of interest.
  • One year of Military, Security, Law Enforcement, or Corrections experience demonstrating:
    • Ability to greet and deal tactfully and professionally with the public.
    • Capability of following and interpreting written and verbal orders, policies, regulations, detailed instructions, and training materials, and compose written and oral reports.
    • Ability to exercise good judgment, courage, alertness, and an even temperament, and render satisfactory performance through responsibilities.
    • Ability to maintain poise and self-control during potential emergencies and unexpected situations involving mental and physical stress, such as disturbances, altercations, fires, and building evacuations.
