About the role

The Systems Analyst II will serve as a strategic partner for Public Utilities & Public Works, aligning IT products and services with business and IT strategies. They will represent the IT department in communicating IT services, standards, policies, capabilities, strategies, and initiatives to the Public Infrastructure Portfolio.

Responsibilities

  • Serve as a "strategic partner" for Public Utilities & Public Works, helping to align IT products and services to business and IT strategies.
  • Represent the IT department in communicating IT services, standards, policies, capabilities, strategies, and initiatives to the Public Infrastructure Portfolio.
  • Build and develop effective working relationships with project participants, vendors, stakeholders, and sponsors.
  • Effectively capture, document, and prioritize Public Infrastructures' business needs using business cases, use cases, workflow diagrams, and As-Is To-Be diagrams.
  • Understand IT and Public Utilities' & Public Works' capabilities, how they apply to the business, and their daily operation, and perform gap analysis.
  • Provide Public Utilities & Public Works with business-focused technology-based solutions by: creating and maintaining strong business and customer relationships with internal technology teams and client agencies; identifying opportunities for operational efficiency and business improvement through the use of technology; assisting in developing long-range technology strategies; directing projects towards desired business value, providing initial request evaluation including project estimates for cost-benefits analysis; staying abreast of industry trends in the business and technology; assisting with project prioritization; conducting/assisting new service/business analysis and business case development; and gaining understanding of business strategies.
  • Facilitate the work intake process and lead the requirements gathering process, including elicitation, analysis, and specifications, documentation of functional and non-functional requirements for the Public Infrastructure Portfolio.
  • Lead/Co-Lead and/or facilitate the implementation of new technology solutions and application upgrades.
  • Communicate project status to the Solutions Manager, Public Utilities & Works Technology Team, IT Executive Management Team, and other stakeholders.
  • Facilitate and oversee the change management process for production changes.
  • Facilitate and participate in user-acceptance testing activities to ensure the Public Infrastructures' systems are functionally appropriate, technically sound, and well-integrated; prepare end-user documentation and conduct end-user training.
  • Process modeling using various notations and industry standard tools (Use Cases, Activity Diagrams, Business Process Modeling Notation, Workflows, Swim-lanes, As-Is To-Be Diagrams).
  • Coordinate resolution of issues to include root cause analysis, coordination with other IT groups, and appropriate escalation as needed.
  • Prepare end-user documentation and conduct end-user training.

Requirements

This position offers a remote/hybrid work schedule arrangement within the Virginia and North Carolina surrounding areas. Qualifications

  • Possess excellent verbal and written communication skills.
  • Be able to effectively communicate with other IT staff, customers, department managers, and executive leadership.
  • Possess a Bachelor’s degree in Computer Science, Information Technology, Management Information Systems, Business, or closely related fields.
  • Have 5 or more years of IT and business/industry work experience, including business analysis, requirements elicitation, strategic development, testing, deployment of systems, and life cycle management.
  • Experience with Utility Technology Applications, including but not limited to work order management systems, billing systems, SCADA systems, project management systems, GIS, IVR systems, and utility operations systems such as Infor Hansen, Banner, SCADA, MasterWorks, and ArcGIS.

Skills

Experience in serving as a liaison between Information Technology and Business, conducting strategic analysis, and short/long-term business planning.

Pay

The salary range for this position is $70,000 - $90,000 annually.
