About the Role

This position is in the Cyber Excepted Service (CES) under 10 USC 1599f and does not convey eligibility to be converted to the Competitive Service. It is identified as necessary to support the mission of the US Cyber Command, classified under the Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure. The role is located in the DISA - DBC/SERVICES DEVELOPMENT DIRECTORATE.

Responsibilities

  • Directs and supervises highly skilled personnel in the systems analysis discipline.
  • Determines whether contractor-performed work meets standards of adequacy.
  • Serves as the senior technical and architectural expert and advisor on economy, efficiency, current programs, resources, customer alignment, and assigned missions and workload.
  • Develops strategic plans to assist mission partners in overseeing existing capabilities and planning and delivering future requirements.
  • Reviews policies, plans, and proposals to improve operational capabilities and information systems.

Requirements

  • Must be a U.S. Citizen.
  • Males born after 12-31-59 must be registered or exempt from Selective Service.
  • This national security position requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • In accordance with the DoD 8140 policy series, the position requires completing Foundational Qualifications in 9 months and Residential Qualification requirements overall in 12 months.

Qualifications

To qualify for this position, you must meet the following requirements:

  • Basic Requirements:
    • Attention to Detail: Experience reviewing your own information technology-related work or data and responsibility for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
    • Customer Service: Developing and maintaining relationships with customers, anticipating and assessing current and future IT needs, and tailoring IT products or services to meet those needs.
    • Oral Communication: Briefing senior-level management and IT staff on the status of IT systems, projects, or daily operations, including communicating complex technical information to a non-technical audience.
    • Problem Solving: Identifying alternatives to address unique, highly complex, or sensitive IT-related issues, anticipating problems, and evaluating potential sources of information to generate solutions.
  • Qualifying Experience: At least one year of experience demonstrating competencies necessary for immediate success in the position. Qualifying experience includes:
    • Applying advanced Information Technology (IT) expertise to drive secure, strategic enterprise service delivery.
    • Aligning IT capabilities and developing sound, integrated architecture through strategic requirements management.
    • Leading and developing a technical team.
    Candidates must describe how they meet the qualifying experience within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

There is no substitution of education for the qualifying experience at the GG-15 grade level.

Additional Information

  • This position is in the Excepted Service and does not convey eligibility to be converted to the Competitive Service.
  • If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
  • A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
  • This position is subject to a one-year probationary period for assignment to a supervisory position.
  • Telework availability will be based on mission requirements and supervisory determination.
  • Individuals tentatively selected may be required to submit to urinalysis for illegal drugs prior to appointment or placement.
  • Moving costs and recruitment, relocation, or retention incentives may be authorized.
  • This position is covered under DoD Manual 8140, which may subject it to future Cyber Workforce requirements.
  • Veterans' Preference will be applied to preference-eligible candidates in accordance with DoD Instruction 1400.25, Volume 3005.
