IT SPECIALIST (PLCYPLN)

About the Role

This position is part of the Cyber Excepted Service under 10 USC 1599f and supports the mission of the US Cyber Command. It is classified as a Professional Work Category at the Senior Work Level within the CES Occupational Structure and is located at DISA - OC/PACIFIC.

Responsibilities

• Plans and administers enterprise systems, processes, and applications supporting customer service initiatives, including problem management, fault isolation/resolution, and knowledge management across the DISA enterprise and all processing platforms.
• Serves as the change management evaluation and approval authority for changes affecting GIG stations, links, trunks, and nodes; DISN CORE; NIPRNET/SIPRNET; Promina; and all circuits/trunks in support of USINDOPACOM senior leadership priorities.
• Develops strategic plans, cost analyses, specification documents, and IT budget inputs; establishes metrics to measure systems performance and total cost of ownership; analyzes configuration to build business cases for new or modified systems.
• Develops and enforces enterprise standards and criteria across performance, capacity, configuration, change, content, knowledge, problem, security, and quality management disciplines for standard customer service technologies and applications.
• Evaluates and configures enterprise-standard COTS applications and operating systems, executes test and implementation plans; manages access rights and ensures rigorous application of information security/information assurance policies.

Requirements

• Must be a U.S. Citizen.
• Males born after 12-31-59 must be registered or exempt from Selective Service.
• This national security position requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
• In accordance with the DoD 8140 policy series, the position requires completing Foundational Qualifications in 9 months and Residential Qualification requirements in 12 months.
• The incumbent must obtain and maintain a Top-Secret security clearance and eligibility for access to Sensitive Compartmented Information (SCI).
• This position has been designated as Mission Essential.

Qualifications

To qualify for this position, you must meet the following requirements:

• Attention to Detail: Experience reviewing your own information technology-related work or data and being asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.
• Customer Service: Experience maintaining relationships with customers, assessing current information technology needs, and developing or identifying tailored IT products and services.
• Oral Communication: Experience briefing mid-level management and IT staff on the status of IT systems, projects, or daily operations, including communicating technical information to a non-technical audience.
• Problem Solving: Experience identifying alternatives to address complex IT-related issues by gathering and applying information from various sources to provide potential solutions.

Qualifying Experience: At least one year of experience demonstrating the competencies necessary for immediate success in the position. This includes:

• Planning and administering enterprise IT systems and applications supporting customer service functions (e.g., problem, change, and knowledge management).
• Developing IT strategic plans, cost analyses, and enterprise standards.
• Configuring COTS products while ensuring rigorous application of information security/information assurance policies.

All qualifications must be met within 30 days after the closing date of this announcement.

Education

There is no substitution of education for the qualifying experience at the GG-13 grade level.

Additional Information

• This position is in the Excepted Service and does not convey eligibility to be converted to the Competitive Service.
• If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment.
• Salary range includes a Targeted Local Market Supplement (TLMS) in accordance with Section 1599f of Title 10 U.S.C. and Department of Defense Instruction (DoDI) 1400.25, Volume 3006.
• A three-year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
• Telework availability will be based on mission requirements and supervisory determination.
• Individuals tentatively selected for drug-testing designated positions will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
• Moving costs may be paid.
• Salary plus Cost of Living Allowance (COLA) is authorized and subject to change without notice.
• Recruitment, relocation, or retention incentives may be authorized.
• This position is covered under DoD Manual 8140, which may impose future Cyber Workforce requirements.
