IT SPECIALIST (PLCYPLN)

About the Role

This position serves as an IT Specialist (Policy Planner) within the Command Information Office (CIO) of NAV FACILITIES ENGINEERING COMMAND SE.

Responsibilities

• Manage the Risk Management Framework process for assigned Facility-related Control Systems (FRCS).
• Oversee configuration management of assigned Facility-related Control Systems (FRCS).
• Ensure appropriate security posture is implemented and maintained for operational technology systems.
• Assess vulnerabilities of installed operational technology systems to provide risk avoidance measures within the overall risk management framework.
• Review planning and management processes to verify application of cybersecurity policies, principles, and practices.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector, including:

• Applying DoD principles, policies, and practices to implement and manage a Cyber Security Workforce (CSWF) program.
• Using Federal, DoD, and/or DoN enterprise cybersecurity tools to conduct assessment and authorization (A&A) activities, track Information Assurance Vulnerability Management (IAVM) compliance, and perform security assessments to evaluate complex IT and control systems.
• Applying Information Systems Security Management (ISSM) principles and methods, along with knowledge of security products and services, to evaluate, recommend, implement, and disseminate IT security tools, procedures, and practices to protect information assets.

Your experience must also reflect skills in the following areas: attention to detail, customer service, oral communication, and problem solving.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills that translate directly to paid employment.

Education and Cybersecurity Workforce Requirements

This position is designated as a Cyberspace Workforce position in the DoD Cyber Workforce Framework (DCWF). As a condition of employment, the incumbent must:

• Obtain the foundational qualification within nine months and the residential qualification within 12 months of appointment, maintaining those credentials as described in DoDM 8140.03 for the assigned DCWF work role(s) and proficiency level(s).
• Participate in a continuous professional development program, completing a minimum of 20 hours annually of Cyber Workforce-related development, documented in an individual development plan signed by both the employee and supervisor. Continuous professional development begins the fiscal year after obtaining both foundational and residential qualifications.
• Acknowledge responsibilities in writing via a command designation letter. Failure to meet these conditions may result in disciplinary or adverse action, up to removal from federal service.
