Responsibilities
- Evaluates and provides input for efficient utilization of space, including floor plans and design, ensuring proper cubicle design and required infrastructure.
- Provides property management services, including facilities management, trouble calls, analyzing equipment requirements, remedying equipment repairs, conducting inventories, and disposing of equipment and furniture.
- Oversees the fleet management program by coordinating day-to-day functions, documenting and authorizing operators, scheduling utilization and maintenance, and submitting required reports.
- Conducts fact-finding or analyses to determine facility requirements based on organizational needs, service deficiencies, and appropriate resolutions to identified issues.
- Administers the Personal Identify Verification (PIV) system, ensures proper issuance of PIV cards, and manages administration roles. Acts as the PIV liaison as required.
- Evaluates and provides input into security plans and reports. Coordinates building security with appropriate authorities and produces all associated reports. Participates in the station’s safety program by providing input, tracking, and implementing safety-related items.
- Participates in the development and implementation of policies and procedures. Evaluates and provides input and recommendations for procedural improvements in all administrative functional areas.
Schedule
- Full Time, Monday-Friday, 8:00 AM - 4:30 PM.
- Compressed/Flexible: Subject to supervisory discretion.
- Telework: Eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval. Routine or recurring telework is not authorized.
- This is not a virtual position.

Time-in-Grade Requirement: For a GS-11 position, you must have served 52 weeks at the GS-09 level. If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade, you must currently hold the GS-11 (or higher) and the promotion potential of your current position must be at least None.
Individual Occupational Requirement (IOR): This position has an Individual Occupational Requirement (IOR). To qualify, you must have:
Specialized Experience: One (1) year of specialized experience equivalent to at least the next lower level in the normal line of progression that demonstrated knowledge of methods and procedures for providing or performing a variety of functions and services; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples include:
- Management analyst or technician work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
- Administrative officer or assistant, budget administration, program analysis, or other work demonstrating knowledge of an organization and its functions.
- Office management experience that included responsibility for directing a variety of support services.
- Secretarial work that required monitoring and coordinating administrative and processing work.
- Military experience that included responsibility for directing a variety of support functions.
OR
Graduate Education: Major study in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position. Three years of a Ph.D. or equivalent doctoral degree is creditable for GS-11.

Combining Education & Experience: If you do not fully meet the length of experience and education described, the two can be combined to total 100% of the requirement.
Minimum Qualification Requirement for GS-11 Grade Level: One (1) year of specialized experience equivalent to at least the next lower grade level (GS-09), defined as:
- Developing and interpreting administrative policies and requirements; reviewing the work of other team members.
- Assisting with facility issues, equipment, and service operation design projects; analyzing and assessing the efficiency and effectiveness of various administrative programs.
- Overseeing the renovation of existing office space, relocation of a team and/or office, facility improvements, workspace adjustments, and/or minor construction.
- Administering government regulations relating to environmental, health, safety, and/or security standards; conducting safety and security inspections, assisting or monitoring a safety and security program, identifying and resolving deficiencies.
- Analyzing use of space, facility, safety and security inspections, minor construction budgets, etc., and advising management accordingly.
- Experience in property management, inventory of supplies and/or equipment, procurement of supplies and/or equipment, and/or vehicle management.
- Administration and management of an identity card program, including cardstock inventory management, card issuance, administrative oversight of role-holders, and issuing cards, as necessary.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Physical Requirements: The work is primarily sedentary. There are occasional periods of walking, standing, bending, and carrying of light items.
