Job ID: Support Services Specialist; PD# 37331A (GS-07), 37332A (GS-09). Bargaining unit position. U.S. citizenship required; selective service registration for males born after 12/31/1959. May require a probationary or trial period, background/security investigation, and online onboarding. Effective May 7, 2025, REAL ID-compliant identification will be required for employment.

Responsibilities

  • Provide input for efficient space utilization, including floor plans, design, cubicle layout, and infrastructure requirements.
  • Deliver property management services such as facilities maintenance, trouble calls, inventories, and disposal of excess property.
  • Manage day-to-day fleet operations: document authorized operators, schedule utilization and maintenance, and submit required reports.
  • Administer the Personal Identity Verification (PIV) system, ensuring proper issuance of PIV cards and managing administration roles; act as PIV liaison as needed.
  • Oversee forms and publication services, including printing, reproduction, distribution, and ensuring equipment requirements are met.
  • Contribute to building security coordination with appropriate authorities and assist in preparing related reports.
  • Provide input for procedural improvements across administrative functional areas.
  • Coordinate with acquisition personnel to procure, store, and distribute office supplies and equipment.

Promotion potential: May be promoted to the full performance level (GS-09) without further competition upon meeting all regulatory, qualification, and performance requirements.

Schedule

  • Full-time, Monday through Friday, 8:00 AM – 4:30 PM.
  • Compressed/flexible schedules available.
  • Situational (ad hoc) telework eligible with supervisory approval; routine or recurring telework not authorized. Must report to the official duty station each scheduled workday.

Requirements

Conditions of employment:

  • Must serve a 1-year probationary or trial period; continued employment contingent upon certification that it advances the public interest.
  • Subject to background/security investigation.
  • Must complete an online onboarding process and provide acceptable identification.

Qualifications

To qualify, applicants must meet all requirements by the closing date (08/31/2026).

Time-in-Grade Requirement

  • For GS-07: Must have served 52 weeks at the GS-05 grade level.
  • For GS-09: Must have served 52 weeks at the GS-07 grade level.
  • Current VA employees requesting reassignment or change to lower grade must hold GS-09 or higher with no promotion potential. An SF-50 showing time-in-grade eligibility must be submitted.

Specialized Experience

One year of specialized experience equivalent to the next lower grade level, demonstrating:

  • Knowledge of methods and procedures for diverse administrative functions and services.
  • Ability to plan, organize, and control work involving varied activities.
  • Skill in gaining cooperation and coordinating with others.
  • Proficiency in oral and written communications.

Examples of qualifying experience include:

  • Management analysis or related work leading to improvements in policies, practices, or procedures.
  • Administrative roles demonstrating knowledge of organizational functions and support services.
  • Office management experience directing support services (e.g., typing, mail processing, supply procurement).
  • Secretarial work involving monitoring and coordinating administrative processes.
  • Military experience managing support functions (e.g., communications, property, facilities).

Education

  • Graduate education in public administration, business administration, industrial engineering, industrial management, or related fields may substitute for experience.
  • One full academic year of graduate education qualifies for GS-07; two years or a master’s degree qualifies for GS-09.

Grade-Specific Qualifications

  • GS-07: One year of specialized experience equivalent to GS-05, such as data gathering, applying standardized processes, and identifying solutions from guidelines.
  • GS-09: One year of specialized experience equivalent to GS-07, such as assisting with facility/equipment/service design projects, analyzing administrative programs, and delivering presentations.

Combining education and experience is acceptable if neither alone meets the requirement. Volunteer experience (paid or unpaid) is creditable. Part-time experience is credited proportionally.

Physical Requirements

Primarily sedentary work with occasional walking, standing, bending, and carrying light items.
