This position is located in Chandler, AZ. Full-time remote hybrid work is available, but ability to work onsite in Chandler is mandatory. Travel is required, up to 10% of the time.

Responsibilities

  • Source and procure specialized goods and services
  • Own contractual management of the supplier
  • Responsible for source selection from contract proposal to execution phases
  • Coordinate and collaborate with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program, and end-users
  • Develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services
  • Prepare Request for Proposal package, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write awards, and administer resulting subcontracts
  • Evaluate and monitor supplier quality and reliability, as well as supplier ability to support required delivery schedules in conjunction with the quality organization
  • Identify strategies and opportunities to reduce cost, improve efficiency, and manage risk through strategic and targeted negotiations
  • Manage performance of subcontracts, ensure compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations
  • Employ sound business practices and assess supplier performance as part of follow-up activities
  • Ensure appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded
  • Manage and develop strategic/key suppliers
  • Review and approve supplier payment as needed
  • Utilize process tools such as Lean Six Sigma with suppliers to drive quality, efficiency, and continuous improvement
  • Prepare and present briefings to leadership (internal/external)
  • Provide accurate supplier invoice and accrual forecasting

Requirements

  • Bachelor’s Degree and 5+ years of experience in government contracting or Master’s Degree and 3+ years of experience for a Level 3
  • Bachelor’s Degree and 8+ years of experience in government contracting or Master’s Degree and 6+ years of government contracting experience for a Level 4
  • Experience with FAR provisions and GSC policies and procedures
  • Ability to obtain & maintain a DoD security clearance (US Citizenship Required)
  • Strong knowledge and proven historical performance of cradle-to-grave subcontract administration
  • Experience preparing subcontractor Request for Proposal (RFP) packages and supporting the NGC acquisition process
  • Demonstrated skill and ability to perform professional tasks
  • Strong organizational skills
  • Problem-solving aptitude to develop solutions and drive resolution to a variety of problems of moderate scope and complexity
  • Ability and willingness to contribute to the completion of organizational projects and goals
  • Strong knowledge of Microsoft Office Applications

Preferred Qualifications

  • Current & active DoD security clearance
  • Experience managing major subcontracts
  • Experience managing various subcontract types (Firm Fixed Price, Cost Plus Incentive or Fixed Fee, Time & Material, Labor Hour, IDIQ, etc.)

Pay

Primary Level Salary Range: $81,400.00 - $122,000.00

Secondary Level Salary Range: $101,400.00 - $152,200.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills, and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
