Responsibilities

• Serve as the premier internal consultant to leadership on workforce capabilities, analyzing emerging organizational needs and identifying critical skill gaps to help teams adapt in a rapidly changing energy landscape.
• Design and implement the overarching strategy for professional development across all levels of the organization, from foundational staff to executive leaders, including agency-wide business systems, leadership training, and technical programs.
• Lead the charge in safeguarding BPA's intellectual capital through advanced succession planning, knowledge-transfer tools, and a modern knowledge-management framework to ensure critical expertise is passed to the next generation.
• Act as the primary liaison to Department of Energy (DOE) Human Capital, representing regional priorities, collaborating on high-level projects, and aligning systems to support BPA's business objectives and federal initiatives.
• Guide, motivate, and mentor a team of training professionals, fostering a collaborative and equitable culture, setting performance expectations, and championing workplace diversity and inclusion.
• Cultivate a highly efficient, customer-focused, and modern learning environment by evaluating workflows, eliminating administrative bottlenecks, and introducing process improvements to elevate training services.
• Represent workforce development programs in collaborations with federal agencies, state and local authorities, public and private utilities, and industry groups, negotiating resources and aligning programs with national standards.
• Oversee the full lifecycle of training programs, balancing internal curriculum development with external vendor management to ensure course catalogs and learning options remain modern, relevant, and impactful.

Requirements

You must be a United States Citizen. This employer participates in the e-Verify program. Males must abide by Selective Service registration requirements. You will be required to report in person to the official duty location. First-time supervisors will serve a 1-year probationary period.

• At least one year of specialized experience equivalent to the GS-14 level in the Federal service, including:
  • Leading the planning and implementation of workforce development programs (e.g., leadership training, succession planning, or knowledge management) for a large organization.
  • Serving as a first-level supervisor with responsibilities for assigning work, evaluating employee performance, and providing career development guidance.
  • Conducting instructional design activities and facilitating training programs to meet business needs.
• Experience refers to paid and unpaid experience, including volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other community-based organizations.
• Current Federal employees must meet time-in-grade requirements by the closing date of this announcement. CTAP candidates must meet all qualifications and eligibility requirements to be considered "well qualified."
