About the role
Plans work to be accomplished by subordinates, sets and adjusts short- and long-range staffing plans to meet forecasted mission requirements and changes in critical competencies. Evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters; interviews candidates for positions in the unit.
Responsibilities
- Effects minor disciplinary measures, such as warnings and reprimands, proposing other action in more serious cases
- Identifies developmental and training needs of employees, providing or arranging for needed development and training
- Provides management advisory services in counseling, advising management on developing and maintaining the proper balance between organization strategic plans and goals and human resource development programs
- Collaborates with staff/managers to develop and implement policies, procedures, and guidelines to institute processes for work to run effectively and efficiently
- Conducts data reviews and analyzes data results, identifying data trends and making recommendations for updating or creating new processes and procedures to help increase workflow
- Creates internal policies, procedures, and guidelines for staff to follow
- Creates policies and procedures to institute processes to make current HR tasks run more efficiently and smoother
- Provides technical advice and assistance and disseminates human resource information to the organization
- Reviews classification standards and guides to assist and coordinate classification assignments
- Aids supervisors and operating officials on classification submissions and processes
- Assists in the development of initiatives to improve management processes and systems using the most efficient utilization of human resources
- Studies and advises managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity
- Provides advice and assistance in the areas of discipline, adverse actions, grievances, performance management and recognition, employee counseling, and related functions
- Gathers background information and does extensive probing and analysis to identify causes of misconduct and/or poor performance, select the appropriate penalty to ensure consistent and progressive discipline throughout the organization, and then advise managers
- Provides advice and assistance on grievance procedures and options for resolution of conflicts or problems
Schedule
Monday - Friday 7:00 am - 3:30 pm. Compressed/Flexible: Not Available. Telework: This position is eligible for situational (ad hoc) telework only. The selectee is required to report to the official duty station each scheduled workday. Telework may be approved only on a case-by-case basis with supervisory approval.

Qualifications

- TIME-IN-GRADE REQUIREMENT: As a current Federal, GS employee you must meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 level
- MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-13 Level: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization
- Specialized experience is defined as experience in at least three of the following:
- Experience providing authoritative management advisory services, which includes researching, analyzing and evaluating issues, determining applicable precedents, and identifying the most effective approach to resolve complex human resources problems
- Experience meeting and dealing with managers and employees at all levels in situations of a highly sensitive nature
- Experience providing advice and guidance in the areas of classification and staffing and recruitment
- Experience in recruitment using delegated examining procedures
- Resolving complex leave administration issues
- Defending agency actions in front of a 3rd party hearing (FLRA, MSPB)
- Experience as the chief negotiator in labor negotiations
