This position is in the Supervision/Management Work Category at the Expert Work Level within the Cyber Excepted Service (CES) Occupational Structure. Only applicants who meet specific employment authority categories are eligible to apply.

Duties

  • Serves as the Oversight Division Chief, responsible for enterprise-level oversight of the Advanced Cyber Training and Education Center (ACTEC), cyber training, workforce readiness programs, and capability delivery initiatives.
  • Exercises supervisory personnel management responsibilities.
  • Provides authoritative oversight of ACTEC training programs, exercises, and capability development initiatives, ensuring strict compliance with DoD policies, USCYBERCOM directives, and Joint Staff governance frameworks.
  • Applies expert knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) process and Program Objective Memorandum (POM) cycle to inform and support resource and budget alignment for ACTEC programs.
  • Leads the integration of ACTEC program execution with USCYBERCOM strategic priorities and enterprise objectives, ensuring all initiatives support long-term mission readiness and operational effectiveness.
  • Serves as the senior authority for enterprise compliance, risk management and mitigation, and program validation, treating these as primary core functions of the Oversight Division rather than secondary or supporting activities.
  • Proactively identifies and mitigates programmatic risks that could impact the program lifecycle, budget execution, and mission readiness across ACTEC and USCYBERCOM before they escalate to mission-impacting conditions.
  • Develops and maintains oversight frameworks, SOPs, and best practices for ACTEC program execution, with direct responsibility for Identity Training Management as a primary core function of the division.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three-year trial/probationary period may be required.
  • Must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
  • This position has been designated as a Testing Designated Position (TDP); employee must pass initial and periodic random drug testing.
  • Must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
  • Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 25% of the time.
  • May be recalled to duty, required to work other than normal duty hours (including evenings, weekends, and/or holidays), and may be required to work overtime.
  • This position is designated "Mission Essential"; in the event of severe weather conditions or other emergencies, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation.
  • This is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f; appointment does not confer competitive status.
  • One-year supervisory probationary period may be required.

Qualifications

To qualify based on experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled and may include:

  • Overseeing personnel management to ensure effective staffing, performance oversight, and adherence to organizational policies.
  • Leading oversight of cyber training programs for compliance with policies and command directives.
  • Providing technical leadership to ensure all program activities meet strategic priorities and standards.
