SUPERVISORY PROGRAM MANAGER.

This position is a Cyberspace Workforce role (work role code 801, proficiency level Advanced). The incumbent must obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

Duties

• Manage all communications developmental programs identified as potential solutions to operational shortfalls.
• Interpret and establish policy for analyzing and evaluating the efficiency and effectiveness of research and development-related programs.
• Interpret and adapt specific guidelines to address operational and technological deficiencies.
• Participate in field testing of communication devices, equipment, systems, and components.
• Develop after-action reports and other reports as necessary.
• Provide training to system users and write procedures and manuals on newly developed systems.
• Identify potential solutions to specific operational needs.
• Perform a wide variety of administrative and civilian duties.
• Plan and schedule work to be accomplished by subordinates.

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.

• This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing thereafter.
• Must obtain and maintain a government credit card for travel and travel-related purchases.
• May require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods of time.
• Must obtain and maintain a U.S. Passport.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Utilizing expeditionary and tactical communications systems and technologies.
• Supporting maritime expeditionary forces operational scenarios by identifying and developing solutions.
• Applying systems integration and C5I program management principles.
• Preparing and presenting oral and written point papers, staff reports evaluations, critiques, briefings, and course instruction for high-ranking military officers, senior civilians, technicians, and enlisted operators.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
