Supervisory Program Analyst
About the Role
The position is organizationally aligned to the Education Service at the Edward Hines Jr. VA Hospital (Hines, IL), a complexity level 1a VHA facility. The primary purpose is to provide program analysis work in support of daily operations, including identifying and resolving a full range of administrative and personnel concerns affecting the Education Service.
Responsibilities
- Exercises supervisory personnel management responsibilities, including advising and counseling employees on policies, procedures, and directives.
- Selects or recommends candidates for vacancies, promotions, details, and reassignments based on skills, qualifications, and mission requirements.
- Develops, modifies, and interprets performance standards; provides feedback and holds employees accountable for work assignments.
- Appraises subordinate performance, recommends awards, and approves within-grade increases.
- Analyzes and evaluates program effectiveness in meeting established goals and objectives; prepares program status reports.
- Plans, develops, administers, and supervises policies, procedures, and programs to improve mission accomplishment.
- Coordinates preparation of recurring and nonrecurring reports for VA Headquarters, VISN12, quality improvement plans, JCAHO, CDR, CMR, financial/budget, ILL/copyright, service contracts, and yearly journal purchases.
- Serves as the service's Collateral Duty Safety Officer.
- Oversees suggestion, award, quality, and productivity programs.
- Plans, develops, and directs administrative and program activities related to budgeting, reference services, satellite broadcasts, interlibrary loans, circulation, journal maintenance, and Library and Medical Media program coordination.
- Performs program cost analyses, including life cycle cost analyses, cost-benefit evaluations, and economic evaluations of programs.
- Organizes and operates an accounting system tracking obligations, expenditures, salary costs, and fund adjustments.
- Prepares estimated obligations and spending reports for hospital management budget meetings.
- Conducts cost-effectiveness studies for operating or administrative programs.
- Performs other related duties as assigned.
Requirements
To qualify, applicants must meet all requirements by the closing date of this announcement (07/31/2026).
- Time-In-Grade Requirement: Current Federal employees must have held a GS grade for at least 52 weeks at the next lower grade (GS-9) within the past 52 weeks. An SF-50 demonstrating eligibility must be submitted.
- Specialized Experience: One year of specialized experience equivalent to at least GS-9, including:
- Comprehensive knowledge of program management and administrative expertise.
- Ability to interact effectively with healthcare professionals and managers.
- High energy and creativity to manage unprecedented tasks.
- Awareness of hospital patient care missions and administrative responsibilities.
- Expertise in applying management principles, theories, and processes to studies, investigations, and assignments.
- Ability to gather, analyze, and evaluate information on management processes and recommend actions.
- Skill in analyzing program data and coordinating program plans.
- Extensive knowledge of program management policies, concepts, and practices.
- Knowledge of complex, interrelated activity missions, organization, and operations.
- Skill in using management information systems, office automation, and computer applications.
- Education Substitution: A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree (or LL.M., if related), may substitute for experience.
- Combination: A combination of specialized experience and graduate education beyond the second year may qualify applicants.
Preferred experience includes a minimum of 2 years as a Program Analyst, budget management, or prior experience as an Administrative Officer.

Work Environment
- Office setting with normal safety regulations and precautions.
- Requires long periods of walking, standing, sitting, bending, lifting, pushing, and pulling.
Schedule
Full time, Monday–Friday, 8:00 AM–4:30 PM. Overlap tour of duty may be required based on department/facility needs.
