SUPERVISORY MANAGEMENT AND PROGRAM ANALYST.

About the role

You will serve as Principal Advisor and Program Manager to the Commanding Officer on all matters relating to the Submarine Learning Center Training mission, functions, and tasks.

Responsibilities

• Lead all elements of Submarine Learning Center (SLC) strategic program goals and objectives.
• Exercise independent and innovative management control to ensure execution of the Center's mission.
• Manage issues relating to SLC’s organizational and functional interrelationships, performance goals, and the successful accomplishment of eleven (11) geographically dispersed activities Site mission objectives.
• Function as the strategic goal project manager for the SLC domain and the principal interface with external offices, agencies, and representatives of the DoD, DoN, and private industry.
• Oversee Program Objective Memorandum (POM) and Program Review (PR) submissions in support of long range strategic planning.
• Direct current year execution of the budget.
• Monitor partnerships involving new business acquisition programs and enterprise resource initiatives among submarine modernization/acquisition offices and agencies (including private industry).
• Establish relationships with Naval Education and Training Command, CNO offices, Echelon I staff, Submarine Type Commanders, Systems Commands, NAVSEA program offices, activities, and agencies that are directly involved in the SLC mission.

Requirements

Qualifications

• Must have at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
• Specialized experience must demonstrate the following:
  • Directing the strategic execution of mission-oriented training programs across a geographically dispersed enterprise;
  • Conducting broad organizational studies to restructure workflows and eliminate functional redundancies across Echelon-level activities;
  • Forging joint partnerships with major acquisition commands (SYSCOMs), operational commanders (TYCOMs), and private industry to align system capabilities with program requirements;
  • Providing executive-level operational oversight to senior staff and subordinate major commands to ensure global program continuity and standardized performance metrics.
