About the Role
Serves as the Deputy Director and senior civilian of the Cyber National Mission Force (CNMF) Resource and Capabilities Directorate.
Provides oversight for collaboration among operational customers, Division Chiefs, personnel, technical subject matter experts, program managers, financial managers, contracting personnel, and mission partners to define requirements and priorities.
Directs the translation of broadly stated operational needs into actionable capability requirements, technical assessments, investment recommendations, resource inputs, acquisition planning artifacts, and senior-leader decision materials.
Responsibilities
- Exercises directorate-level leadership across the PPBE process to ensure CNMF plans, obtains, allocates, executes, and assesses resources required to deliver mission capabilities.
- Oversees CNMF POM development, ensuring proposed investments, offsets, and resource priorities align with Commander’s intent, directorate strategy, validated capability requirements, acquisition feasibility, sustainment obligations, technical dependencies, and execution realities.
- Serves as supervisor for assigned civil service personnel, performing the full range of supervisory functions consistent with Office of Personnel Management, DoDI 1400.25, Civilian Human Resources Agency, and applicable command guidance. Assigns work, establishes priorities, provides technical and administrative direction, defines performance expectations, approves leave, evaluates performance, and identifies training and professional development needs.
- Ensures subordinate duties remain aligned to directorate requirements and mission priorities.
- May serve as the first-level supervisor for military division chiefs, performing a full range of supervisor functions.
- Provides tasking, necessary technical direction, and training for active duty and reserve component military team members assigned to the directorate.
- Oversees directorate-level analysis of CNMF operational requirements, mission needs, capability gaps, emerging threats, operational constraints, and capability priorities.
- Evaluates technical requirements of cyberspace operations to determine if proposed capabilities will result in mission enhancement, including challenging or validating technical recommendations, assessing architectural fit, and determining whether proposed solutions are operationally relevant, technically feasible, fiscally supportable, and acquisition-ready.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
- This is a Drug Testing Designated Position covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing prior to appointment, reassignment, or transfer and periodically thereafter.
- The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time.
- The incumbent may be recalled to duty, may be required to work other than normal duty hours (including evenings, weekends, and/or holidays), and may be required to work overtime.
- This position requires pre-employment financial disclosure using OGE Form 450 and annually thereafter.
- A three-year probationary period may be required.
- A one-year supervisory probationary period may be required.
- Must be a U.S. citizen.

- Incumbent must obtain and maintain required certifications for the position as outlined in DoDM 8140.03 Cyberspace Workforce Qualification and Management Program.
- This position requires 20 hours of Continuous Professional Development (CPD) per work role code.
