SUPERVISORY INFORMATION TECHNOLOGY SPECIALIST (INFOSEC)

This position is located at the FLT NUMER OCEANGPHY METEO CTR, Information Technology Services Division (ITSD).

About the Role

You will serve as the Command's Information Assurance Manager (IAM), responsible for developing and implementing policies and procedures to ensure information system (IS) reliability, including the development and management of IS contingency plans and disaster recovery procedures.

Responsibilities

• Oversee enhancements to information system designs, evaluate designs and changes for Information Assurance (IA) policy compliance, and make recommendations for design constraints or alternatives.
• Provide technical, management, and executive program briefs to ensure all levels of personnel are kept up to date on network requirements.
• Develop fiscal and narrative input for the preparation of annual budgets for Network Services support within approved resources.
• Serve as an immediate supervisor, assigning work to subordinates based on priorities, difficulty of assignments, and employee capabilities.
• Provide insight into information technology policies and administrative developments to support the development of current and future programs.

Requirements

• Must be a U.S. Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level (time-in-grade requirement).
• Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
• Males born after 12-31-59 must be registered for Selective Service.
• Must obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty. Failure to maintain the required clearance may result in withdrawal of a job offer or removal.
• This is a Cyberspace Workforce position (work role code 722, proficiency level INTERMEDIATE). The incumbent must obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
• Successful completion of a pre-employment drug test (including marijuana) is required. Random testing will be conducted.
• Position may require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. Must review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• MSP/PPP applicants must currently hold the required Top Secret/SCI security clearance.

Qualifications

To qualify for a GS-13, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

• Managing Information Assurance (IA) requirements.
• Assisting in the planning, designing, or implementation of Information Systems (IS) infrastructure security; supporting the DoD certification and accreditation process; and providing technical guidance on system vulnerabilities and disaster recovery.
• Monitoring IS networks, applying security configurations to safeguard data, and drafting input for IT lifecycle management and contingency plans.

• Problem Solving: Applying extensive analysis under difficult time, resource, and other constraints to produce results. Exercising expert judgment in forming appropriate guidance for practical application within the command.

Schedule

• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements.
• Overtime or night differential pay and/or unusual duty hours may be required.
