SUPERVISORY INTERDISCIPLINARY GENERAL ENGINEER/ARCHITECT
About the role
This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
Responsibilities
- Make critical decisions impacting complex engineering, design, military construction (MILCON), demolition, and maintenance/repair projects.
- Provide consultative services on the entire range of architectural and engineering activities for facilities construction.
- Advising and collaborating in the development of short and long-range plans to meet an organization's goals, including oversight of facilities acquisition, funding, budgeting, and administration.
- Manage architects, engineers, project managers, construction managers, and program analysts by ensuring timely accomplishment of objectives within resource constraints and providing planning, implementation, and achievement monitoring.
- Lead and direct GS-12 and GS-14 personnel including officers and managers, and second/third level supervisors, as well as subordinate staff.
- Ensure subordinates have proper training and resources for effective execution of their duties.
- Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of the employees.
- Provide construction engineering expertise in major engineering disciplines on projects of an unusual or complex nature.
- Be responsible for conductability reviews on all contract plans and specifications.

Must be a registered Professional Engineer (PE) or Registered Architect (RA).
Qualifications
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. A copy must be submitted with your application to support this claim.
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Schedule
Position will be based at NAVFAC, Officer in Charge of Construction (OICC) at Puget Sound Naval Shipyard (PSNS), Bremerton, WA. This position will transition from NAVFAC Northwest to the OICC PSNS in the future.
