SUPERVISORY GENERAL ENGINEER/ARCHITECT

This position is located in the Project Management & Engineering (RCN2) division of NAVFAC Engineering Command Mid-Atlantic.

Responsibilities

• Serve as a specialist in design and engineering, acting as the primary point of contact for coordination of all assigned projects for DoD activities under the cognizance of the Public Works Department (PWD).
• Provide professional engineering and architectural expertise to produce construction contract documents through in-house capability, Architectural and Engineering contractors, or other contracting vehicles.
• Assume "Responsible Charge" for all architectural and engineering work performed by subordinate architects, engineers, interior designers, project managers, and planners.
• Lead design staff in performing project management roles (scope, cost, and schedule) from preliminary design authorization to project closeout.
• Ensure projects are tracked using NAVFAC software tools, such as the ieFACMAN suite (eProjects), and maintain current project records, including DD Form 1354 requirements.
• Provide project and design management leadership, training, and mentoring.
• Plan and lead meetings and conferences required for project execution.
• Collaborate with other engineering and architectural disciplines to review and advise on execution plans and timely completion of all project phases within available funds and authorized scope.
• Provide consultative services on project management issues and the full range of architectural and engineering activities for facilities construction.
• Offer guidance on facilities acquisition, project funding authority levels and sources, contract requirements, contract documents, proposal and bidding procedures.

Requirements

Selective Placement Factor (SPF): This position requires:

• A current Professional Engineer (PE) license if applying for the 0801 series, or
• A current Registered Architect (RA) license if applying for the 0808 series.

Your license or registration must be held in any State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You must submit a copy of your current license or registration with your application package.

In addition to the basic requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent private/public sector experience. Specialized experience includes:

• Providing project and design management leadership, training, and mentoring.
• Planning and leading meetings and conferences for project execution.
• Collaborating with engineering and architectural disciplines to review and advise on execution plans and project completion.
• Providing consultative services on project management and architectural/engineering activities for facilities construction.
• Offering guidance on facilities acquisition, funding, contract requirements, and bidding procedures.

Qualifications

Professional Engineering Series (0801)

Applicants must meet one of the following basic education requirements:

• Successful completion of a professional engineering degree from a school with at least one ABET-accredited program, or
• Inclusion of differential and integral calculus and advanced courses in five of the following seven areas: statics, dynamics; strength of materials; fluid mechanics; thermodynamics; electrical fields and circuits; properties of materials; or comparable fundamental engineering science/physics, or
• Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE) by any State, District of Columbia, Guam, or Puerto Rico, or
• Successful passage of the Fundamentals of Engineering (FE) examination or equivalent, or
• Completion of at least 60 semester hours in physical, mathematical, and engineering sciences, including the courses specified in the basic requirements, or
• A bachelor’s degree in an appropriate scientific field (e.g., engineering technology, physics, architecture) with at least one year of professional engineering experience under supervision.

Professional Architecture Series (0808)

Applicants must meet one of the following basic education requirements:

• Successful completion of a bachelor’s or higher degree in architecture, or
• A bachelor’s or higher degree in a related field with 60 semester hours in architecture or related disciplines, including:
  • 30 semester hours in architectural design, and
  • 6 semester hours each in structural technology, properties of materials and methods of construction, and environmental control systems, or
• A combination of college-level education, training, and/or technical experience demonstrating thorough knowledge of the arts and sciences underlying professional architecture and a good understanding of architectural principles, methods, and techniques, or
• Completion of a curriculum in architecture or architectural engineering covering function, aesthetics, site, structure, economics, mechanical-electrical engineering, and other building-related problems, or
• One year of experience in an architect’s office or architectural work for each year short of graduation from an architecture program (5 years of such experience required if no college courses).
