Supervisory Interdisciplinary (Supervisory Engineer/Architect).

Responsibilities

• Serves as the Chief of Construction Division for the U.S. Army Corps of Engineers, Tulsa, and various projects within the Southwestern Division boundary.
• Acts as the principal advisor to the Tulsa (SWT) Commander on construction-related matters, serving as the authoritative source.
• Maintains contacts with construction contractors, key industry representatives, Federal, state, and local government officials, public and private interest groups, and other stakeholders regarding the SWT construction program.
• Plans, organizes, directs, and coordinates the operations of a significant organization performing construction management and contract administration functions to support a large construction program for the district.
• Oversees all construction management and contract administration activities performed by the Tulsa District Construction Division.
• Manages an immediate subordinate staff within the SWT headquarters office and a field staff dispersed throughout Oklahoma, Kansas, and Northern Texas.
• Performs a full range of personnel management functions required to govern the SWT Construction Division personnel.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must obtain and maintain a Professional Certification/License for an Architect or Engineer prior to assignment/placement.
• Must obtain and maintain a valid state Driver’s License in one of the 50 U.S. states or possessions to operate vehicles.
• Temporary duty (TDY) or overnight business travel required approximately 30% of the time.
• One-year Supervisory Probationary Period may be required.
• Must submit a Financial Disclosure Statement/Form OGE 460 after assignment/placement and annually thereafter.
• Must obtain and maintain the following Cyber work role certifications:
  • Foundational qualification requirements within 9 months;
  • Resident qualification requirements within 12 months;
  • 20 hours of Continuous Professional Development (CPD) per work role code (which can overlap).

Qualifications

To qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience

One year of specialized experience which includes:

• Leading a multi-disciplinary team in the execution of a construction program that includes civil works, military, and/or environmental projects;
• Developing resource plans, budgets, and schedules for a large-scale construction program;
• Serving as a principal advisor on construction-related matters, providing authoritative recommendations to senior leadership.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Note: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted.

Time in Grade Requirement

Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

Education

In addition to meeting the specialized experience requirement above, to qualify for this position you must also meet the basic education requirement listed below:

Basic Requirement for Supervisory Chemical/Civil/General/Electrical/Environmental/Mechanical Engineer

• Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must:
  • Lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR
  • Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
    • Statics, dynamics;
    • Strength of materials (stress-strain relationships);
    • Fluid mechanics, hydraulics;
    • Thermodynamics;
    • Electrical fields and circuits;
    • Nature and properties of materials (relating particle and aggregate structure to properties); and
    • Any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
• Combination of Education and Experience: College-level education, training, and/or technical experience that furnished:
  • A thorough knowledge of the physical and mathematical sciences underlying engineering, and
  • A good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
  The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
  • Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board.
  • Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included the courses specified above.
  • Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Basic Requirement for Supervisory Architect

• Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least:
  • 30 semester hours were in architectural design, and
  • 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
• Combination of Education and Experience: College-level education, training, and/or technical experience that furnished:
  • A thorough knowledge of the arts and sciences underlying professional architecture, and
  • A good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
  The adequacy of such background must be demonstrated by at least one of the following:
  • Related Curriculum - Degree in architectural engineering provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified above, or
  • Experience: 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of any college courses, 5 years of such experience is required. This experience must have demonstrated that you have acquired a thorough knowledge of the fundamental principles and theories of professional architecture.
