This position is within the Intelligence and Security Command (INSCOM) and involves overseeing an organization responsible for producing finished intelligence on foreign ground forces.

Responsibilities

  • Plans, directs, controls, reviews, and evaluates the work of an organization producing intelligence on foreign ground forces.
  • Maintains current knowledge of intelligence situations, issues, methodologies, and tools required to support the mission.
  • Briefs Army, DOD intelligence community, and participating agency officials on the organization’s mission and production.
  • Identifies and satisfies stakeholder requirements, implementing operations to meet them efficiently.
  • Reviews operations, evaluates program effectiveness, and recommends procedural improvements.
  • Evaluates and rewards employee performance, sets performance standards, provides counseling, and identifies training needs.
  • Periodically reviews the organizational structure to ensure optimal balance of economy, efficiency, and skill utilization.

Requirements

  • Appointment may be subject to a suitability or fitness determination, including a background investigation.
  • Must pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must obtain and maintain a Top Secret security clearance with eligibility for Sensitive Compartmented Information (SCI).
  • Travel is required approximately 20% of the time.
  • May be subject to extended TDY or worldwide deployments during crisis situations.

Eligible applicants must meet one of the following categories: 10-Point Other Veterans’ Rating, 30 Percent or More Disabled Veterans, 5-Point Veterans' Preference, Current Army DCIPS Employee, Current Department of Army Civilian Employees, Current DoD Civilian Employee (non-Army), Current DoD DCIPS Employee (non-Army), DCIPS Interchange Agreement, Disabled Veteran (10-30% service-connected), Non-DoD Transfer, Prior Federal Service Employee, Priority Placement Program (DoD Military Reserve/National Guard Technician), or United States Citizen applying to a DCIPS position.

Qualifications

Specialized experience is required, defined as:

  • Planning and executing intelligence analysis on foreign state/non-state ground forces, systems, or operating environments.
  • Applying principles, concepts, and methodologies to develop major program initiatives, drive intelligence collections, or apply analytical tradecraft.
  • Delivering analytic findings in verbal and written form to diverse audiences.
  • Progressively responsible intelligence-related work, including research, analysis, collections, counterintelligence, or threat support.

Experience must demonstrate:

  • Knowledge of intelligence processes, cycles, and organizations.
  • Ability to use research tools such as library holdings, statistics, graphics, and maps.
  • Knowledge of systems, procedures, and methods for analyzing, compiling, reporting, and disseminating intelligence data.
  • Knowledge of intelligence data collection and analysis methods.

No education qualification requirement for this position.
