About the Role

This position serves as the Division Head overseeing the Naval Intelligence (NAVINTEL) Security Control Assessor (SCA) for the Naval Intelligence Information Assurance (IA) Program. The role involves managing Information Assurance/Cyber Security Subject Matter Experts (SMEs) and implementing assessment methodologies for the NAVINTEL IA Program.

Responsibilities

  • Serve as the NAVINTEL Technical Assessment Director for the Consolidated Afloat Networks and Enterprise Services (CANES), providing direct oversight of a team of senior-level NAVINTEL SCA Reps and NAVINTEL IA Security Engineers (IASE).
  • Act as the NAVINTEL Security Control Assessor Cross Domain Support Element (CDSE) Program Manager, managing over 120 NAVINTEL Cross Domain assessment requirements.
  • Perform technical, administrative, and management tasks, including planning, directing, assigning, leading, and monitoring the work of the unit.
  • Manage and support employee performance and development within the division.
  • Develop requirements for funding, resource management, and oversee execution of programmatic submissions.
  • Ensure division priorities reflect relevant customer requirements both within the agency and across the Intelligence community.

Requirements

  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Must successfully pass the E-Verify employment verification check.
  • Must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in withdrawal of an offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. Random testing will be conducted thereafter.
  • Must acknowledge in writing acceptance of an appointment in the DCIPS (excepted service), which does not confer competitive status, prior to appointment.
  • This position requires a periodic polygraph examination.
  • May require a two-year DCIPS trial period.
  • This is a Cyberspace Workforce position (work role code 722, proficiency level Advanced). The incumbent must obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • May require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods.
  • This is a Mission Essential position. You will be required to ensure continuity of operations and/or completion of tasks essential to the mission.
  • Must review and adhere to the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is in the excepted service and does not confer competitive status.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GG/GS-13) or pay band in the federal service, or equivalent experience in the private or public sector. Specialized experience includes:

  • Providing critical oversight for an organization's Security Control Assessor (SCA) unit for the Information Assurance (IA) Program.
  • Planning, directing, assigning, leading, and monitoring the work of the unit.
  • Developing requirements for funding, resource management, and overseeing execution.
  • Ensuring division priorities reflect relevant customer requirements both within the agency and across the Intelligence community.

Additionally, your resume must demonstrate the following competencies:

  • Attention to Detail: Identifying, consolidating, and preparing the department's programmatic submissions.
  • Customer Service: Ensuring organization priorities reflect relevant customer requirements both within the organization and across the community.
  • Oral Communication: Collaborating with other supervisors and senior officials across the organization in unstructured situations.
  • Problem Solving: Leading organization efforts to test, assess, and validate information systems.

Education

You must meet the qualification requirement using experience alone; substitution of education for experience is not permitted at this grade level.
