SUPERVISORY GENERAL ENGINEER/ARCHITECT (PDC BRANCH HEAD - LARGE ECH IV)

You will serve as the Planning, Design & Construction (PDC) Branch Head in the Resident Office in Charge of Construction (ROICC) Office Maine, of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Lant.

Responsibilities

• Identify developmental or training needs of employees to maintain staff knowledge of architect-engineer procedures and regulations.
• Perform project management for multi-disciplinary teams to ensure successful project execution within construction standards.
• Evaluate engineering and architectural designs, drawings, specifications, and supporting documents to determine feasibility, compatibility with other work, and effectiveness in meeting requirements.
• Chair meetings and conferences to discuss architectural and engineering technical matters with management officials, headquarters, contractors, or staff members.
• Oversee the construction and engineering design of projects to ensure compliance with established architectural and engineering standards and contract requirements.

Requirements

This position has a selective placement factor that will be used to screen out ineligible candidates:

• You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. Your license must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
• You must be a Registered Architect (RA) if applying for the 0808 series. Your registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

You MUST provide a copy of your current license/registration with your application. A copy of a wall certificate that does not have an expiration date will not serve to verify this requirement.

In addition to the selective placement factor and basic requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties:

• Managing overall requirements in developing scoping estimates, designs/RFPs, project management, administering A&E and construction contracts.
• Developing annual resource/budget allocation requirements and monitoring use of assigned resources including reimbursable project dollars.
• Developing independent government estimates, annual resource/budget allocation requirements for construction.
• Applying knowledge of the federal government contract process, Architect/Engineering slate, selection, contract award, construction contract selection, and claims boards.
• Leading high-level meetings concerning project status and controversial matters.
• Communicating, both orally and in writing, at a high level.

Qualifications

Applicants must meet the following basic education requirements:

Professional Engineering Series (0801):

• Successful completion of a professional engineering degree from a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET).
• OR include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
  • statics, dynamics;
  • strength of materials (stress-strain relationships);
  • fluid mechanics, hydraulics;
  • thermodynamics;
  • electrical fields and circuits;
  • nature and properties of materials (relating particle and aggregate structure to properties);
  • any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
• OR current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
• OR successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the specified courses.
• OR successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) with at least one year of professional engineering experience acquired under professional engineering supervision and guidance.

Professional Architecture Series (0808):

• Successful completion of a bachelor's or higher degree in architecture.
• OR successful completion of a bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines, with at least:
  • 30 semester hours in architectural design, and
  • 6 semester hours in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
• OR a combination of college-level education, training, and/or technical experience that furnished:
  • a thorough knowledge of the arts and sciences underlying professional architecture, and
  • a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
• OR one year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture (in the absence of college courses, 5 years of such experience is required).
