Primary Duties And Responsibilities
- Manage the day-to-day operations effectively and efficiently to ensure the work is performed in accordance with the contract.
- Ensure organizational employees, subcontractors, and vendors comply with all contractual requirements and all government regulations.
- Act as the point of contact with the Government and have the authority to act or make decisions for the organization on all matters pertaining to the contract, except for amending or modifying material aspects (i.e. price, scope of work, etc.).
- Manage and maintain a contract budget and review processes for efficiency.
- Schedule personnel, review and approve timecards, manage inventory of supplies, equipment, and vehicles.
- Set and guide employee expectations, conduct reviews and counseling, and implement process improvement plans.
- Execute Employee Performance Evaluations through the payroll system within appropriate time frames.
- Ensure adherence to standard work practices for safety and provide training for operating equipment and vehicles, use of supplies, and the requirements of the performance work statement.
- Analyze and maintain the contract AbilityOne Ratio requirements through proper work scheduling of direct disabled employee hours vs non-disabled employee hours.
- Create and submit Limitation & Accommodation Quarterly Reports for each AbilityOne employee.
- Serve as a facilitator for the AbilityOne Program with the AbilityOne department.
- Execute reports, inspections, and logs as required by the contract.
- Provide field information and specifications to prepare estimates for new work added or deleted to the contract.
- Maintain Operations Security (OPSEC) standard operations procedure.
- Maintain Property Control Plan for management of Government Furnished Property (GFP).
- Maintain a safety and health program that complies with EM 385-1-1 and applicable OSHA, DOD, Armed Forces Branch(s), Federal, state, and local safety, environmental and health requirements.
- Maintain a site-specific Accident Prevention Plan (APP) in accordance with Appendix A, EM 385-1-1.
- Perform other tasks as directed by the operations department or associated project manager.
Qualifications And Requirements
- OSHA 30-hour General Industry course or ability to acquire certification within 30 days of employment.
- Clear and concise oral and written communication skills.
- Strong interpersonal skills.
- Ability to effectively delegate and develop team members.
- Ability to maintain confidentiality of information.
- Ability to make decisions and solve problems while working under pressure.
- Pass and maintain any required security clearance requirement.
- Comply with Drug Free Workplace policy.

- Basic knowledge of local, state and federal employment laws and procedures.
- Basic knowledge of wage and hour laws.
- Able to work a flexible work schedule.
- Able to read, write, speak, and understand English.
- Extensive working knowledge of Microsoft Office Package (i.e. Excel, PowerPoint, Word, etc.).
Organizational Relationships
- This position leads Janitorial Activities and staff within a military facility and directly reports to the Project Manager.
Education, Skills And Experience
- High school education or GED.
- One (1) year relevant work and leadership experience in a multi-location environment.
- Experience with Labor Unions and regulatory laws.
- Strong ability to organize effectively, delegate responsibility, solve problems quickly and communicate clearly.
- Experience of leading high performing teams.
- Ambitious and target focused with a drive to succeed.
- Experience with Affirmative Action Plans and AbilityOne Program.
- Experience in working with Community Agencies and/or individuals with disabilities preferred.
Physical Requirements
- Prolonged standing, walking, use of hands and fingers, reaching with arms, climbing and balancing.
- Regular lifting of 25-50 pounds and on occasion up to 100 pounds.
- Work in extreme temperatures: wet, hot, cold or humid conditions (indoor and outdoor).
- Near moving mechanical parts.
- Areas where fumes or airborne particles are present.
- Areas where the risk of electrical shock is present.
- Areas where the risk of radiation is present.
- Work which exposes the employee to vibration.
Work Environment

Position Classification And Expected Hours Of Work
- This is a non-exempt full-time position; minimum 40 hour work week; work schedule varies and requires long hours, weekends, and holidays.
- Travel: This position requires less than 10% travel; travel may be outside of the local area and overnight.
