Primary Duties And Responsibilities
- Manage day-to-day operations to ensure compliance with contract terms and regulations.
- Ensure compliance with contractual requirements and government regulations by overseeing employees, subcontractors, and vendors.
- Act as the primary point of contact for the government and make decisions on contract matters, excluding amendments or modifications.
- Manage and maintain contract budgets, review processes for efficiency, and schedule personnel.
- Set and guide employee expectations, provide performance evaluations, and enforce company policies and procedures.
- Execute employee performance evaluations through the payroll system within appropriate timeframes.
- Oversee inventory management of supplies, equipment, and vehicles, and ensure adherence to standard work practices for safety.
- Train employees on operating equipment and vehicles, use of supplies, and performance work statement requirements.
- Manage AbilityOne Ratio requirements through proper scheduling of direct disabled employee hours.
- Prepare estimates for new work added or deleted to the contract based on provided field information and specifications.
- Maintain Operations Security (OPSEC) standards and manage Government Furnished Property (GFP).
- Implement and maintain a safety and health program compliant with EM 385-1-1 and relevant OSHA, DOD, and local regulations.
- Develop and maintain an accident prevention plan (APP) in accordance with Appendix A of EM 385-1-1.
- Perform other tasks as directed by the operations department or project manager.
Qualifications And Requirements
- OSHA 30-hour General Industry course or ability to obtain certification within 30 days of employment.
- Strong communication skills, both oral and written.
- Effective interpersonal and delegation skills.
- Ability to maintain confidentiality and make quick decisions under pressure.
- Pass and maintain any required security clearance.
- Comply with the Drug-Free Workplace policy.
- Detail-oriented and organized with strong business acumen.
- Basic knowledge of local, state, and federal employment laws and procedures.
- Knowledge of wage and hour laws.
- Able to work flexible schedules, including weekends and holidays.
- Proficient in Microsoft Office Suite.
Organizational Relationships
- This position leads janitorial activities and staff within a military facility and reports to the Project Manager.
Education, Skills And Experience
- High school diploma or equivalent.
- One (1) year relevant work and leadership experience in a multi-location environment.
- Experience with labor unions and regulatory laws.
- Strong ability to organize, delegate, solve problems, and communicate.
- Experience leading high-performing teams.
- Ambitious and target-focused with a drive to succeed.
- Experience with Affirmative Action Plans and AbilityOne Program.
- Experience working with community agencies and/or individuals with disabilities preferred.
Physical Requirements
- Sit, stand, and walk for long periods.
- Regularly lift 25-50 pounds and occasionally lift up to 100 pounds.
- Work in extreme temperatures, near moving mechanical parts, in high precarious places, areas with toxic or caustic chemicals, around explosives, and areas with radiation.
- Identify and distinguish colors, have peripheral vision and depth perception, and be exposed to noise levels ranging from very quiet to very loud.
- Work in environments requiring frequent vibration exposure.
Position Classification And Expected Hours Of Work
- This is a non-exempt full-time position with a minimum 40-hour work week.
- The work schedule varies and may require long hours, weekends, and holidays.
- Travel: Less than 10% of the time, may require travel outside the local area and overnight.
