The Center for Health Care Quality (CHCQ) within CDPH ensures health care facilities comply with state laws and regulations, cooperates with federal agencies like CMS to meet Medicare and Medi-Cal requirements, and oversees certifications for nurse assistants, home health aides, hemodialysis technicians, and nursing home administrators.
About the Role
This position coordinates the day-to-day supervision and management of the Regulations Writing Section, supporting CDPH’s mission and strategic plan. The incumbent will:
- Develop responses to public inquiries regarding Licensing regulations.
- Advise the Public Policy and Legislative Branch Chief on structuring licensing regulations to comply with the Administrative Procedures Act and Office of Administrative Law (OAL) requirements.
- Attend meetings with stakeholders, legislative staff, and others to provide guidance on regulatory writing and issues.
- Coordinate with the Department’s Office of Regulations to ensure OAL approval of regulatory structure and formatting.
- Provide technical assistance and direction to managers and analytical staff on regulatory proposal implications.
5% travel is required. The role reports to a Manager II.

Pay
Monthly salary range: $7,872.00 – $9,781.00. New state employees are hired at the minimum salary of the classification or alternate range. This position is subject to the Personal Leave Program (PLP) 2025, which temporarily reduces monthly base pay by 3% in exchange for 5 hours of leave credits through June 2027. The salary range shown does not reflect this reduction.

Permanent, full-time position with hybrid telework options. Work location: Sacramento County.
