The Center for Laboratory Sciences (CLS), located on the Richmond Campus, employs over 1,200 people and serves to protect and promote health through innovative infectious disease and environmental testing, investigation, and surveillance. CLS coordinates scientific capabilities in testing, analytics, and communications to support public health at the state, local, and national levels. The Center emphasizes continuous improvement, quality, and performance management.

About the Role

This position supports CDPH’s mission by performing core administrative and financial tasks for the Center for Laboratory Sciences (CLS) to ensure operational stability, compliance, and alignment with the Department’s goals. The Supervisor I, acting as the Fiscal Unit Supervisor, will oversee fiscal, budget, and expenditure activities, assist in planning and coordinating Center drills, manage contract development, track projects, and provide technical assistance and training to staff. The role includes leadership to improve Branch/Program efficiencies and expert consultation to CLS management on overall operations.

The incumbent manages and evaluates the Center’s budget, receiving funding from General, Federal, and Special funds (millions annually) for clinical laboratory and testing services across multiple CDPH programs. Responsibilities include completing budget and fiscal reports and drills as required.

This is a 12-month Limited-Term Full-Time position that may be extended or become permanent. The position is subject to the Personal Leave Program (PLP) 2025, which temporarily reduces the monthly base pay by 3% in exchange for 5 hours of leave credits through June 2027.

Responsibilities

  • Oversee fiscal, budget, and expenditure activities for the Center for Laboratory Sciences.
  • Assist in planning and coordinating Center drills and assignments.
  • Oversee the development of contracts and track project progress.
  • Provide technical assistance and training to staff as necessary.
  • Lead efforts to ensure Branch/Program efficiencies.
  • Provide expert advice and consultation to CLS management on overall operations.
  • Manage and evaluate the overall budget, including funding from General, Federal, and Special funds (millions annually).
  • Respond to and complete budget and fiscal reports and drills.

This position is classified as a SUPERVISOR I.

Pay

The salary range for this position is $7,172.00 - $8,910.00 per month. New to State candidates will be hired at the minimum salary of the classification or the minimum of the alternate range when applicable. Note: The salary listed does not reflect the 3% monthly base pay reduction under the Personal Leave Program (PLP) 2025.

Schedule

  • Full-Time (12-month Limited-Term position, may be extended or become permanent).
  • Hybrid telework arrangement.
