About the role
In support of a business area with over $1B in annual revenue and material spend in hundreds of millions, the Senior Subcontract Administrator is responsible for the procurement and administration of highly specialized and complex materials, equipment, software, supplies, and services in support of critical program requirements.
Responsibilities
- Lead end-to-end subcontract administration activities supporting complex development and production programs, including material, software, and service procurements.
- Develop subcontract strategies aligned to program objectives, schedule requirements, compliance obligations, and supplier capabilities.
- Prepare, review, and evaluate supplier proposals, develop evaluation criteria, conduct cost and price analysis, and support source selection activities.
- Lead negotiations for pricing, terms and conditions, schedule commitments, scope changes, and subcontract modifications while ensuring compliance with company and customer requirements.
- Draft and prepare subcontract packages, award documentation, and required approvals for management review.
- Administer resulting subcontracts, including managing additions, deletions, modifications, invoice resolution, and supplier performance throughout the subcontract lifecycle.
- Build and maintain strong supplier relationships through active engagement, clear communication, and collaborative problem solving while holding suppliers accountable to contractual and operational commitments.
- Support supplier development efforts and production ramp-up activities to ensure program execution, schedule adherence, and risk mitigation.
- Execute procurement policies, procedures, and compliance requirements to ensure best value procurement decisions consistent with quality, delivery, and service expectations.
- Drive proactive issue identification, risk management, and timely status communication to internal stakeholders and leadership teams.
- Support continuous improvement initiatives, operational excellence efforts, and zero-defect quality initiatives with internal teams and suppliers.
- Mentor and provide guidance to subcontract administrators and cross-functional teams as needed.
Qualifications
- Typically a Bachelor's Degree and 4 years work experience or equivalent experience.
- Experience in subcontract administration, procurement, supply chain, or contracts management supporting complex programs and supplier environments.
- Experience negotiating and administering high-value, complex subcontracts and supplier agreements.
- Knowledge of procurement compliance, cost/price analysis, and subcontract management principles.
- Knowledge of FAR and DFAR regulations and the nature of flow down requirements.
- Knowledge of ITAR (International Traffic in Arms Regulation) and EAR (Export Administration Regulation).
- Understanding/knowledge of CPSR audits and requirements.
- Comprehensive understanding of subcontractor solicitations and bid analysis/process.
- Strong analytical, organizational, negotiation, and communication skills.
- Ability to manage multiple priorities while maintaining attention to detail and meeting critical deadlines.
- Proficient with Microsoft Office Suite (Microsoft Excel, Word, and Outlook).
- Willingness and desire for continuous improvement.
- Well versed with Oracle ERP system.
- Secret clearance or secret eligible.
- Cost Analysis experience (COPD, CID, Competitive).
- Earned Value Management and Lifecycle Management experience.
- 4 plus years’ experience in operations, supply chain, procurement.
- Professional Supply Chain Certification: C.P.M., C.P.S.M., P.M.P.
- Graduate degree in a related field.
- Contracts / Legal background.
Benefits
Full-Time Salary Range: $82779 - $140723
