The Professional Staff – Legislative supports the City Council President's legislative and policy agenda through research, policy analysis, bill drafting, legislative coordination, and stakeholder engagement. The position works closely with Council staff, City agencies, the Mayor’s Office of Government Relations, and community partners to advance legislative priorities, oversee special initiatives, and ensure efficient City Council operations.

Responsibilities

  • Conduct legislative research and policy analysis.
  • Draft and advance legislative proposals.
  • Monitor legislation as it proceeds through the City Council.
  • Prepare legislative briefings and reports.
  • Coordinate with Council staff, agencies, and external stakeholders.
  • Support legislative and oversight hearings.
  • Lead special projects, including coalition building.
  • Coordinate the Council President’s nominations to relevant Boards and Commissions.
  • Prepare agendas and meeting materials for City Council meetings.
  • Perform other duties as assigned.

Requirements

Education: A bachelor’s degree from an accredited college or university.

Experience: At least five (5) years of experience in legislative affairs, public policy, government relations, public administration, community organizing, strategic research, teaching, social work, or related fields.

Equivalency Notes: An equivalent combination of education and experience may be considered.

Skills

  • Previous experience in a fast-paced role, preferably within government, politics, organized labor, public-serving non-profit organizations, education, or another form of public service.
  • Excellent written and verbal communication skills, with the ability to draft clear and concise communications.
  • Strong organizational skills and attention to detail, with the ability to prioritize and manage multiple tasks effectively.
  • Proficiency in using office productivity software (e.g., Microsoft Office Suite, Airtable).
  • Knowledge of Baltimore City's government structure and key issues facing the community is a plus.
  • Demonstrated ability to maintain confidentiality and handle sensitive information appropriately.
  • Flexibility to work occasional evenings or weekends, as required by office events or special projects.
  • A positive and proactive attitude with the ability to work both independently and collaboratively in a team-oriented environment.

Pay

Salary Range: $55,012–$87,968 annually
Hiring Salary Range: $55,012–$71,490 annually

Additional Information

  • Eligible candidates under final consideration for appointment to positions of trust will be required to complete a criminal background check and/or fingerprint screening.
  • All selected candidates, including current City employees, must complete a 6-month mandatory probation.
  • This position requires completion of a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law.
