About the role

The Senior Director Business Development leads the strategic growth and expansion of McKee Utility’s, a MasTec company, water and wastewater business across Texas, with a heavy focus on alternative delivery and pipelines.

Responsibilities

  • Lead business development and strategic growth initiatives for CMAR and other alternative delivery water and wastewater projects throughout Texas.
  • Develop and maintain relationships with municipalities, utility districts, engineering consultants, program managers, and industry stakeholders.
  • Identify, track, and qualify municipal pipeline, water treatment, wastewater treatment, pump station, and related infrastructure opportunities.
  • Led capture planning, client positioning strategies, and go/no-go recommendations for major pursuits.
  • Collaborate with operations, estimating, preconstruction, and executive leadership teams to develop winning pursuit strategies.
  • Coordinate proposal efforts, shortlist interviews, presentations, and client engagement activities, in partnership with the proposal coordinator/manager.
  • Observe procurement trends, market conditions, and competitor activity to improve strategic positioning and business planning.
  • Represent McKee and MasTec at industry conferences, trade organizations, networking events, and client meetings.
  • Develop and maintain CRM opportunity tracking, forecasting, and reporting systems.
  • Support long-range strategic planning and growth initiatives for the Texas water infrastructure market.
  • Foster collaboration and alignment between business development, operations, estimating, and pursuit teams.
  • Other duties as requested by executive leadership.

Qualifications

  • BS/BA degree in Business, Construction Management, Engineering, or related field preferred.
  • 15+ years of experience in business development, operations, preconstruction, or executive leadership within the water/wastewater construction industry, preferably in Texas.
  • 10+ years of experience pursuing and winning CMAR and/or other alternative delivery municipal water and wastewater projects, preferably in Texas.
  • Must be able to travel between up to 30% of the time, and more as needed.
  • Proven interpersonal, written, and verbal communication skills, including leading and speaking in executive and client meetings.
  • Excellent organizational and team leadership skills.
  • Strong understanding of pursuit strategy, client positioning, and business development best practices.
  • Ability to work effectively in a fast-paced and collaborative environment.
  • Experience with CRM (Salesforce) and opportunity tracking systems preferred.
  • Experience with municipal pipelines, water treatment facilities, wastewater treatment plants, and pump stations.
  • Established relationships within the Texas municipal water market strongly preferred.
  • Proven leadership, collaboration, and strategic planning skills.
