About the role

The Economic Assistance division is seeking a SNAP Operations Program Specialist that will be Remote in North Dakota.

Responsibilities

  • Support North Dakotans by helping ensure SNAP benefits are delivered accurately, efficiently, and in compliance with state and federal requirements.
  • Collaborate with vendors, community partners, and internal stakeholders to administer SNAP Electronic Benefit Transfer (EBT) programs while interpreting and applying complex laws, regulations, and policies.
  • Develop, implement, and monitor SNAP program initiatives that improve services and strengthen program operations.
  • Administer SNAP programs, including EBT, Summer EBT (S-EBT), Disaster SNAP (D-SNAP), Treasury Offset Program (TOP), and the SNAP Employment and Training (E&T) program by reconciling files, processing claims, and ensuring program requirements are met.
  • Monitor daily referrals, participation, compliance standards, provider coordination, and communication with vendors and stakeholders to help ensure services are delivered accurately and efficiently.
  • Partner with the SNAP Employment and Training (E&T) team to support participants as they build employment skills while maintaining access to the food assistance they need.

Requirements

  • High school diploma or equivalent (GED) and six years of experience in interpreting and applying state and federal regulations, customer service, project coordination, analyzing program data, preparing reports, identifying trends, and providing technical assistance or training to staff or partner agencies.
  • Associate’s degree in business administration, public health, social work, psychology or similar degree and four years of experience in interpreting and applying state and federal regulations, customer service, project coordination, analyzing program data, preparing reports, identifying trends, and providing technical assistance or training to staff or partner agencies.
  • Bachelor’s degree in business administration, public health, social work, psychology or similar degree and two years’ experience in interpreting and applying state and federal regulations, customer service, project coordination, analyzing program data, preparing reports, identifying trends, and providing technical assistance or training to staff or partner agencies.

Qualifications

  • Highly organized and able to manage multiple priorities while adapting to changing demands without losing focus on accuracy or attention to detail.
  • Maintain detailed records, ensure timely and accurate reporting, and support compliance with state and federal program requirements.
  • Confident in interpreting and applying complex state and federal laws, regulations, and policies while communicating information clearly and effectively with a wide variety of stakeholders.
  • Proficient in Microsoft Excel and other Microsoft Office applications and able to quickly learn and utilize new systems and technology used to administer SNAP programs.
