Senior Management Analyst (Parks & Community Services)
About the Role
The City of Moreno Valley is seeking a highly analytical and collaborative Senior Management Analyst to support the Parks & Community Services Department. This position serves as a key financial and administrative partner, leading complex budget development and monitoring, grant administration, contract management, financial analysis, and special projects that support departmental operations and strategic initiatives.
Status: Full-Time, Exempt
Schedule: Flexible schedule; Placement on a 5/8, 9/80, or 4/10 work schedule
Responsibilities
- Lead complex budget development and monitoring
- Grant administration from application through award and compliance
- Contract management
- Prepare budget adjustments, journal entries, fund transfers, and financial reports
- Prepare City Council staff reports
- Manage grant opportunities from application through award and compliance
- Support departmental operations and strategic initiatives through special projects
- Solve complex problems and improve processes

The ideal candidate is a detail-oriented and proactive professional with a strong background in finance, accounting, budgeting, or public administration and a passion for public service. They possess exceptional analytical skills and experience managing complex financial processes, including budget preparation, financial reporting, grant administration, contract management, journal entries, and fund transfers. This individual is highly organized, thrives in a fast-paced environment, and can successfully manage multiple priorities while maintaining accuracy and meeting critical deadlines. The successful candidate is an effective communicator who builds strong partnerships across departments, exercises sound judgment, and is committed to providing exceptional customer service while supporting the department's financial integrity and long-term success.
Minimum Qualifications
- A bachelor's degree in finance or a closely related field; OR, equivalent related work experience
- A minimum of five (5) years of progressively responsible professional experience performing administrative, operations, budgetary and similar analyses
Preferred Qualifications
- Experience in a governmental agency is preferred
