Key Responsibilities
- Lead the planning, coordination, and development of instructional design solutions based on healthcare occupational analyses, workforce requirements, and organizational objectives.
- Analyze learning and performance challenges to identify root causes and recommend appropriate instructional and non-instructional interventions.
- Carry out training needs assessments and performance analyses to identify skill gaps, knowledge deficiencies, and organizational learning requirements.
- Determine learning objectives, task-learning relationships, and competency requirements based on business needs and occupational analyses.
- Design instructional strategies and learning architectures that align with adult learning principles and organizational performance goals.
- Organize and structure course content, learning pathways, and curriculum frameworks to support effective knowledge transfer and learner engagement.
- Develop comprehensive instructional design plans, course outlines, storyboards, lesson plans, facilitator guides, participant materials, job aids, and performance support tools.
- Select and apply appropriate instructional models, learning theories, and teaching strategies to maximize learning effectiveness.
- Collaborate with healthcare professionals, subject matter experts, and stakeholders to gather requirements and validate instructional content.
- Create instructor-led training (ILT), virtual instructor-led training (vILT), eLearning, blended learning, and performance support solutions.
- Incorporate best practices from behavioral science, cognitive science, adult learning theory, and human performance improvement methodologies into training solutions.
- Support the development and implementation of performance improvement programs designed to address organizational and operational objectives.
- Present findings, recommendations, and proposed learning solutions to leadership and stakeholders.
- Evaluate instructional effectiveness through assessments, surveys, performance metrics, and learner feedback.
- Develop evaluation strategies and measurement frameworks to assess learning outcomes and performance improvements.
- Continuously improve instructional materials based on evaluation findings, stakeholder feedback, and changing organizational needs.
- Ensure instructional products comply with accessibility requirements, organizational standards, and applicable healthcare training requirements.
Required Qualifications
- Must be able to obtain and maintain a Public Trust clearance for this role.
- Bachelor’s degree in Instructional Design, Educational Technology, Education, Human Performance Technology, Organizational Development, Healthcare Education, or a related field.
- Minimum of 8 years of experience in instructional systems design, curriculum development, training development, or performance improvement.
- Demonstrated experience applying instructional design methodologies, including analysis, design, development, implementation, and evaluation (ADDIE) or similar frameworks.
- Experience conducting training needs assessments, occupational analyses, and performance gap analyses.
- Strong knowledge of adult learning principles, instructional systems design, behavioral science, cognitive science, and performance improvement methodologies.
- Experience developing instructional materials for diverse audiences using multiple delivery methods.
- Proven ability to collaborate with subject matter experts and stakeholders to design and develop effective learning interventions.
- Experience creating instructional design plans, curriculum frameworks, course materials, and performance support resources.
- Strong analytical, organizational, and project management skills.
- Excellent written, verbal, presentation, and facilitation skills.
- Able to manage multiple projects and priorities in a fast-paced environment.
Preferred Qualifications
- Experience supporting Veterans Health Administration (VHA), Department of Veterans Affairs (VA), or other healthcare organizations.
- Experience designing training programs for healthcare technology, clinical systems, electronic health records (EHR), or healthcare operations.
- Proficiency with eLearning authoring tools such as Articulate Storyline, Adobe Captivate, Camtasia, or similar platforms.
- Knowledge of Learning Management Systems (LMS) and training analytics.
- Experience supporting organizational change management and workforce transformation initiatives.
- Familiarity with Agile and SAFe methodologies and their application within healthcare transformation programs.
