About the role

Under general direction, performs advanced professional and technical duties in support of human resources programs, including recruitment and selection, classification and compensation, labor and employee relations, benefits and workers' compensation, training, safety, and related functions. Oversees assigned programs and provides complex analytical and staff support to Human Resources management.

Responsibilities

  • Interprets, monitors, and applies Federal, State and local personnel laws, regulations, policies, and procedures; advises management and employees on human resources programs, policies, and compliance matters.
  • Leads complex projects, such as large-scale recruitments, test development, classification studies, and training initiatives.
  • Conducts research, analysis, and audits for recommendations to improve efficiency, equity, and compliance into human resources programs such as classification and compensation, leaves of absence and accommodation, performance management, and policy development.
  • Manages human resources programmatic areas, such as benefits and workers’ compensation administration, recruitment and selection, employee relations, training, safety and organization development.
  • Provides technical and programmatic support for labor relations, employee grievances, disciplinary actions, and negotiations as assigned.
  • Conducts investigations into employee complaints, workplace issues, and disciplinary matters, and prepares findings and recommendations.
  • Supervises and provides guidance to professional and technical staff, including performance feedback and training.
  • Conducts special studies, prepares reports, and participates in organization-wide planning and staffing initiatives.
  • Represents the department at public events, meetings, and conferences.
  • Support the relationship between the City of Monterey and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff.

Requirements

Education: Bachelor’s degree from an accredited college or university, preferably with major coursework in Human Resources Management, Public Administration or Business Administration. Experience: At least four (4) years of experience in the human resources field. Public sector experience and supervisory experience highly valued. Equivalent combinations of education and experience that demonstrate the required knowledge and abilities will also be considered.

  • Knowledge of: Organization, functions, policies, and procedures of municipal operations.
  • Advanced principles and practices of personnel administration, including recruitment and selection, classification and compensation, employee and labor relations, workplace safety, and equal employment opportunity/affirmative action.
  • Laws, regulations, and procedures governing labor relations, collective bargaining, and employee negotiations.
  • Methods and techniques for designing and delivering employee training and development programs.
  • Federal, State, and local laws and regulations applicable to municipal personnel administration.
  • Analytical, research, and statistical methods used in personnel management and program evaluation.
  • Standards and procedures for public sector record keeping, reporting, and records management.
  • Principles and practices of effective customer service and professional communication.

Physical Demands and Working Environment

  • Standing & Walking – Primarily sedentary classification although standing in work areas and walking between work areas may be required.
  • Sitting – Ability to work in a seated position at a computer station for extended periods of time.
  • Lifting – Ability 20 pounds to waist level; this requirement includes bending at knees to facilitate proper lifting techniques.
  • Manual Dexterity – Ability to perform multiple work activities requiring a significant level of physical and mental coordination, such as operating a computer keyboard; copying and adding machines.
  • Visual – Ability to read printed materials and view a computer screen for long periods.
  • Hearing and Speech – Ability to communicate in person, before groups, and over the telephone.
  • Mobility – Ability to work in a standard office setting and operate a motor vehicle to visit various meeting sites, reach, carry, push, pull, stoop, and bend.

Disaster Service Workers

All City of Monterey employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

Retirement

CalPERS 2.7% @ 55 with highest year formula is provided for current City of Monterey employees or new employees who were hired prior to January 1, 2013, and who are currently active or have been active within six months of the date of hire in the CalPERS retirement system. The employee retirement contribution for these employees is 11% and is deducted on a pre-tax basis. The CalPERS retirement formula for new employees who do not meet the criteria stated above is 2% @ 62 with highest three-year compensation. The employee retirement contribution is 7.75% and is deducted on a pre-tax basis. The City participates in the Medicare portion of Social Security.

Health Plan Spending Fund

For plan year 2026, the City shall make a non-elective employer contribution to the flexible benefits plan on behalf of each active employee in this unit for use for health insurance, dependent dental insurance, additional life insurance, dependent care, and/or health care expenses through a Section 125 Flexible Spending Account in the following amounts:

  • Employee Only = $1,086.89
  • Employee + 1 = $2,223.60
  • Employee + 2= $2,872.83
  • Cash in lieu of benefits = $300.00
