Senior Emergency Services Coordinator
Job Description And Duties
This is a 12 month Limited-Term position that may be extended up to 24 months and/or with the possibility of becoming permanent.

Responsibilities
- Performs complex emergency management, response, recovery, and planning work related to federal and state disaster assistance grant programs.
- Understands state and federal recovery structures and resources.
- Aligns recovery activities with the California Disaster Recovery Framework (CDRF) to support critical and complex disaster recovery projects.
- Coincides with recovery activities with the California Disaster Recovery Framework (CDRF) to support critical and complex disaster recovery projects.
- Coordinates with Cal OES, state, federal, and local partners.
- Provides recommendations to the six RSFs to facilitate state support in key functional areas: Community Planning, Economic, Health and Social Services, Housing, Infrastructure Systems, and Natural and Cultural Resources.
- Works with a team of professional, technical, and analytical staff, coordinating with other programs and units.
- Supports response and recovery operations at the JFO and assists in developing and revising operational recovery plans.
- Organizes resources and implements objectives related to pre- and post-disaster recovery, including planning, assessments, vulnerability studies, and financial incentives.
- May independently manage significant emergency management projects, act as a team leader or project coordinator, and develop complex policy direction.
- Consults with local, state, and federal agencies, organizations, and community groups on major program issues, mentors staff, and reviews technical work.
- Analyzes relevant legislation, recommends proposals, and assists in strategic planning.
- Functions in a demanding environment, requiring the ability to handle routine tasks while responding to short-term assignments. Must meet regulatory and internal deadlines.
- Duties include both normal and disaster recovery operations, including field activities like PDAs, JFO operations, and disaster assistance centers.
Requirements
- Background in post-disaster recovery operations, including experience working with federal, state, and/or local emergency management agencies.
- Knowledge of FEMA’s Public Assistance (PA) Program, including eligibility criteria and funding mechanisms.
- Ability to interpret applicable codes, laws, rules, regulations, and policies; analyze situations accurately, take appropriate action, reason logically, analyze data and effectively present information.
- Professional, flexible, tactful, and open-minded.
- Gain and maintain the respect, confidence, and cooperation of a wide variety of officials and other persons contacted.
- Be able to develop creative and effective solutions to issues.
- Grasp ideas and information quickly and accurately.
- Provide sound accurate advice to others.
- Work independently and in a cooperative team environment.
- Accurately study and analyze data, problems and situations related to programs and policies.
- Evaluate alternatives, develop recommendations, and take effective action.
- Establish and maintain cooperative working relationships with: Cal OES staff and management; local, state, and federal officials; and representatives of other organizations.
- Reason logically and creatively.
- Be proficient in the use of various computer word processing, spreadsheet, and database applications and be willing to learn new technological tools and to incorporate them in daily tasks.
- Written and oral communication skills, with the ability to present information and express ideas in a clear, confident, and convincing manner.
Qualifications
- Education: Bachelor's degree in a related field.
- Experience: At least 5 years of progressively responsible experience in emergency management, response, recovery, and planning.
- Skills: Strong knowledge of federal and state disaster assistance grant programs, including eligibility criteria and funding mechanisms.

Pay
Competitive salary commensurate with experience.
Schedule
Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.
