Senior Emergency Services Coordinator

About the Role

Under the general direction of the Chief, Response Support Operations, the Senior Emergency Services Coordinator (SESC) is responsible for leading and supporting a broad range of emergency management programs, policy initiatives, and operational readiness activities that advance Headquarters-Response and statewide emergency management objectives. The incumbent serves as California's Emergency Management Assistance Compact (EMAC) Coordinator and provides technical leadership, guidance, and program oversight for the EMAC Program, while also supporting the Operational Readiness Program (ORP), MissionEdge, and other assigned Response Support Operations initiatives.

Responsibilities

  • Serves as a technical expert and trusted advisor on emergency management programs and statewide response operations.
  • Develops and implements policies, procedures, and program improvements.
  • Coordinates training, outreach, and stakeholder engagement activities.
  • Provides technical consultation and recommendations to executive leadership and management.
  • Represents Cal OES in local, state, interstate, federal, and national meetings, committees, workgroups, and emergency management forums.
  • Requires independent judgment, exceptional collaboration and communication skills, and the ability to adapt quickly to changing operational priorities while managing multiple complex assignments.

Working Conditions

  • Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.
  • DMV Pull Program: Participation in the DMV Pull Program is required. The position requires a valid Driver’s License (DL). You must answer the questions addressing your DL on your application. Ensure you provide your DL number, class, expiration date, and any endorsements and/or restrictions.
  • Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.
  • In the event of an emergency, employees may be contacted and requested to report to work outside of normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description.
  • Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Desirable Qualifications

  • Demonstrated ability to establish and strengthen working relationships with diverse stakeholders, including executive leadership and local, state, federal, tribal, military, private sector, nongovernmental, and interstate partners.
  • Experience developing, implementing, or managing emergency management programs, policies, standard operating procedures, or business processes.
  • Demonstrated ability to effectively manage multiple priorities while maintaining a high level of accuracy and attention to detail in a fast-paced operational environment.
  • Excellent written and verbal communication skills, including preparing executive briefings, reports, policies, and official correspondence.
  • Demonstrated flexibility to quickly adapt to changing priorities, emerging incidents, and executive direction.
  • Willingness and ability to work evenings, weekends, holidays, extended hours, and travel on short notice to support emergency operations and EMAC activities.
