Senior Emergency Services Coordinator

About the Role

This is a 12-month Limited-Term position with the California Governor's Office of Emergency Services (Cal OES) Recovery Support Function (RSF) team. The role may be extended up to 24 months and/or have the possibility of becoming permanent. The Senior Emergency Services Coordinator (SESC) serves as a lead for specialized support within the Recovery Disaster Analysis and Coordination Unit, acting as the Disaster Analysis Unit lead.

The SESC coordinates critical disaster recovery projects, supports short- and long-term recovery operations, and collaborates with Cal OES, state, federal, local government, and non-governmental partners. Responsibilities include preparing Governor’s Office Action Requests, providing technical expertise, participating in Incident Command Structure activations, validating Initial Damage Estimates, and developing recovery training, exercises, presentations, and briefings.

The role also involves serving as a legislative coordinator, supporting response and recovery operations at the Joint Field Office, and developing or revising operational recovery plans. The SESC leads the implementation of pre- and post-disaster recovery objectives, including disaster recovery planning, preparedness, assessments, vulnerability studies, and financial incentives.

A broad working knowledge of state emergency management services, state and federal Public Assistance, Individual Assistance, Fire Management Assistance Grant, and Hazard Mitigation Grant Programs is required, as outlined under the California Emergency Services Act, California Disaster Assistance Act, and the Robert T. Stafford Act.

Responsibilities

• Lead the Disaster Analysis Unit, providing specialized support to all elements within the Recovery Disaster Analysis and Coordination Unit.
• Prepare Governor’s Office Action Requests and provide technical expertise in emergency management.
• Participate in Incident Command Structure activations and validate Initial Damage Estimates.
• Develop recovery training, exercises, presentations, and briefings as requested.
• Coordinate special assignments to support critical and complex disaster recovery projects for short- and long-term recovery operations.
• Collaborate with Cal OES, state, federal, local government, and non-governmental partners.
• Serve as a legislative coordinator for the unit.
• Support response and recovery operations at the Joint Field Office and assist in developing/revising operational recovery plans.
• Lead and organize resources to implement pre- and post-disaster recovery objectives, including disaster recovery planning, preparedness, assessments, vulnerability studies, and financial incentives.

Requirements

• Broad working knowledge of state emergency management services and operations.
• Familiarity with state and federal Public Assistance, Individual Assistance, Fire Management Assistance Grant, and Hazard Mitigation Grant Programs under the California Emergency Services Act, California Disaster Assistance Act, and the Robert T. Stafford Act.
• Valid Driver’s License (DL) and participation in the DMV Pull Program.
• Completion of Form 700 within 30 days of appointment due to Conflict of Interest (COI) requirements.

Working Conditions

• Position is located in the Disaster Analysis Unit in Mather, CA.
• Eligible for a hybrid work schedule, with additional in-office days required based on business needs.
• May be required to support emergency operations, including irregular work hours, alternative work locations, and duties outside the official position description.
• Extensive travel may be required with little advance notice, including potential relocation to emergency sites for weeks or months.
• Employees may be contacted outside normal working hours (evenings, nights, weekends, and holidays) during emergencies.
