About the Role

As a Senior Community Disaster Program Manager, you will guide, lead, and support teams of employees and trained volunteers to deliver comfort and care during disasters. Key responsibilities include building and sustaining a robust volunteer workforce, ensuring communities are prepared to respond to disasters, and collaborating with volunteer services staff. Regional disaster employees must deploy to disaster relief operations outside their region at least once a year, with allowances provided for personal circumstances and local response activity. All deployments require meeting training and physical capacity requirements.

Responsibilities

  • Empower Volunteers: Lead and manage a diverse volunteer team responsible for implementing disaster cycle services programming, including mass care, response, community preparedness, recovery, and planning.
  • Lead the Program: Oversee the successful implementation of disaster cycle services activities within an assigned geographic area or specific functional activities within the region.
  • Mission Capacity Building: Champion the development of Disaster Leadership Volunteers to meet responsibilities in disaster readiness, preparedness, response, and recovery. Support volunteers who represent the cultural and linguistic diversity of the communities they serve.
  • Engage Community: Supervise efforts to prepare and mobilize communities, engaging partners with functional expertise to respond to and recover from disasters.
  • Manage in a Matrix: Build relationships and collaborate with internal partners, including employees and volunteers, in a matrix management environment.
  • Know Your Communities: Act as a regional Red Cross disaster subject matter expert to maximize community engagement and mobilization.
  • Ready to Respond: Initiate, scale, coordinate, and manage disaster relief operations in alignment with the Disaster Cycle Services Concept of Operations.

Requirements

  • Education: Bachelor’s degree required, or equivalent combination of education and related experience.
  • Experience: Minimum 5 years of related experience, including 3 years of supervisory or management experience.
  • Valid Driver’s License.

Skills

  • Excellent interpersonal, verbal, and written communication skills.
  • Demonstrated analytical and decision-making skills to interpret program trends and develop creative processes for continuous improvement.
  • Proven ability to collaborate with diverse groups, manage multiple priorities, facilitate problem-solving, and build partnerships.
  • Intermediate proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • Ability to work outside regular duty hours, including nights and weekends.

Residency Requirements

  • Chapter-based positions: Geographic Community Disaster employees are expected to work daily in their assigned area to engage communities and support volunteers.
  • Regional positions: Regional leadership and functional employees must work daily within their region’s geographic area to provide leadership and support.

Physical Requirements

The role requires regular sitting, use of hands, talking, and hearing. Frequent reaching with hands and arms, and occasional standing, walking, stooping, kneeling, or crawling. Must be able to lift up to 15 pounds frequently and up to 30 pounds occasionally. Requires close, distance, color, peripheral, and depth vision, with the ability to adjust focus. Work environment includes moderate noise (e.g., office with computers, phones, and light traffic) and extended periods at a computer terminal.
