About the Role

As a Senior Community Disaster Program Manager, you will lead and support teams of employees and trained volunteers to deliver care during disasters. Key responsibilities include building and sustaining a robust volunteer workforce, ensuring communities are prepared to respond to disasters, and collaborating with volunteer services staff. Regional disaster employees must deploy to disaster relief operations outside their region at least once a year, with allowances provided for personal circumstances and local response activity. All deployments require meeting training and physical capacity requirements.

Responsibilities

  • Empower Volunteers: Lead and manage a diverse volunteer team responsible for implementing disaster cycle services programming in assigned geographic areas or functional activities (e.g., mass care, response, community preparedness, recovery, planning, and readiness).
  • Lead the Program: Oversee the successful implementation of disaster cycle services or specific functional activities within the region.
  • Mission Capacity Building: Develop Disaster Leadership Volunteers and partners to meet responsibilities in disaster readiness, preparedness, response, and recovery. Support volunteers as the primary workforce, ensuring cultural and linguistic representation of the communities served.
  • Engage Community: Supervise efforts to prepare and mobilize communities, engaging partners with functional expertise to respond to and recover from disasters.
  • Manage in a Matrix: Build relationships and collaborate with internal partners, including employees and volunteers, in a matrix management environment.
  • Know Your Communities: Act as a regional Red Cross disaster subject matter expert to maximize community engagement and mobilization.
  • Ready to Respond: Initiate, scale, coordinate, and manage disaster relief operations or functional activities in alignment with the Disaster Cycle Services Concept of Operations.

Requirements

  • Education: Bachelor’s degree required, or equivalent combination of education and related experience.
  • Experience: Minimum 5 years of related experience.
  • Management Experience: 3 years of supervisory or management experience.
  • Valid Driver’s License.

Skills

  • Excellent interpersonal, verbal, and written communication skills.
  • Demonstrated analytical and decision-making skills to interpret program trends, results, and develop creative processes for continuous improvement.
  • Proven record of collaboration with diverse groups, managing multiple priorities, facilitation, problem-solving, marketing, leadership, and partnership management.
  • Intermediate proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook).
  • Ability to work outside regular duty hours, including nights and weekends.

Residency Requirements

  • Chapter-based positions: Geographic Community Disaster employees must work daily in their assigned area to engage communities and support volunteers.
  • Regional positions: Regional leadership and functional employees must work daily within their region’s geographic area to provide leadership, functional support, and community engagement.

Physical Requirements

The physical demands include:

  • Regularly required to sit, use hands, talk, and hear.
  • Frequently required to reach with hands and arms.
  • Occasionally required to stand, walk, stoop, kneel, crouch, or crawl.
  • Must frequently lift and/or move up to 15 pounds and occasionally lift and/or move up to 30 pounds.
  • Specific vision abilities required: close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

The work environment consists of moderate noise (e.g., office with computers, phones, and printers). The employee must be able to work in a small cubicle and sit at a computer terminal for extended periods.
