About the role

The Senior Administrative Analyst/Administrative Analyst Trainee 1/2 with the Unemployment Insurance Appeal Board (UIAB) will perform a variety of duties, including:

  • Conducting management and organizational studies to review and revise procedures for new or changing programs.
  • Evaluating and developing recommendations to improve program operations and effectiveness.
  • Reviewing and updating policy, administrative, and procedural manuals.
  • Leading the development of the updated statewide admin training program project and new employee traineeship and probation program project.
  • Developing Key Performance Indicators (KPIs) to oversee skills and quality controls on work throughput.
  • Overseeing the UIAB Admin Appeals organizational change, communications, information flow, integrated production methods, and inventory control.
  • Providing guidance to team members in a variety of titles.
  • Conducting management and organizational studies and surveys to develop appropriate recommendations for management improvements.
  • Identifying problems or factors inhibiting the achievement of program goals and setting objectives for Appeals Administrative work.
  • Developing work plans considering objectives and problems to be solved.
  • Working closely with Business Systems Analysts team to document current stakeholders, system and business processes, business flows, inputs and outputs for the functional business area to address identified issues within the UIAB Admin Appeals team.
  • Supporting agency performance improvement and organizational change initiatives such as planning and facilitating process improvement initiatives.
  • Supervising and coordinating the efforts of lower-level administrative support employees in specific work, projects, and documentation.

Responsibilities

The incumbent will perform the duties described above, not limited to:

Requirements

This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.

  • Administrative Analyst Trainee 1: Four years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.
  • Administrative Analyst Trainee 2: Five years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.
  • Senior Administrative Analyst: Six years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, and develop internal controls; collecting data and conducting cost benefit or systems analysis to assist with organizational change; evaluating and developing recommendations to improve program operations and effectiveness; and designing and updating procedure manuals, forms, and policy.

An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

**Your degree must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency. OR:

  • Administrative Analyst Trainee 1: Qualified employee of New York State Department of Labor with one year of permanent competitive or 55-b/55-c service in a clerical/keyboarding/secretarial title or administrative paraprofessional title allocated to a G-8 or higher.
  • Administrative Analyst Trainee 2: Qualified employee of New York State Department of Labor with one year of permanent competitive or 55-b/55-c service in a clerical/keyboarding/secretarial title or administrative paraprofessional title allocated to a G-14 or higher.
  • Senior Administrative Analyst: Qualified employee of New York State Department of Labor with one year of permanent competitive or 55-b/55-c service in a clerical/keyboarding/secretarial title or administrative paraprofessional title allocated to a G-16 or higher.

55 B/C Qualifications: This position is designated 55b/c and is subject to verification of applicant eligibility. Please provide a copy of your 55b/c letter when applying. You must meet the open competitive qualifications from the most recent examination announcement.

Reassignment Qualifications: Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a/an Senior Administrative Analyst/Administrative Analyst Trainee 1/2; if you have less than one year, you must be reachable on the current eligible list for this location, if one exists.

70.1 Transfer Qualifications: Administrative Analyst Trainee 1: One year of permanent or contingent-permanent service as a Grade 11 or higher determined to be administrative by Civil Service. Administrative Analyst Trainee 2: One year of permanent or contingent-permanent service as a Grade 14 or higher determined to be administrative by Civil Service. Senior Administrative Analyst: One year of permanent or contingent-permanent service as a Grade 16 or higher determined to be administrative by Civil Service.

70.4 Transfer Qualifications: One year of permanent or contingent-permanent service as a Grade 12 or higher and a passing score on the most recent exam holding. Note: Candidates must not have failed the most recent examination for this title. Appointments are made at the Trainee 1 level.

Position specific job duties may include occasional altered work schedule or job assignments which require availability and willingness to work occasional evenings and/or out-stationed assignments.

Candidates with no previous state service will begin at the starting rate of the salary range listed above.
