Senior Administrative Analyst/Trainee (NYHELPS); Central Office
About the Role
The incumbent of this position will serve as the OMH Credit Card point of contact and agency liaison for the Office of Mental Health. The role provides essential support for the daily functioning of OMH facilities and Central Office divisions through the oversight and maintenance of the Office of Mental Health Credit Card Administration, Policy, and Procedure.
Responsibilities
- Assign and administer OMH credit cards (Procurement, Travel, and NET) using JP Morgan Chase (JPMC) PaymentNet system.
- Create and maintain employee credit card data via JPMC PaymentNet and the Statewide Financial System (SFS).
- Run un-reconciled statement reports and notify cardholders of timely reconciliation requirements; troubleshoot credit card reconciliation issues.
- Audit for agency compliance with state credit card policies and procedures.
- Maintain and innovate established credit card policy and procedures, analyze data for potential issues, and identify and resolve irregularities to ensure continued functioning for all OMH cardholders.
- Serve as the primary contact for Credit Card Policy and Procedure for OMH Facilities and Central Office divisions, assisting with inquiries and providing trainings as needed.
- Act as the primary agency liaison to the Office of General Services (OGS) Business Services Center (BSC) and JP Morgan Chase (JPMC) for credit card administration.
- Coordinate with other Agency Administrators to maintain credit card information and support troubleshooting.
- Provide training and technical assistance to OMH Facility and Central Office staff.
- Manage and maintain the Credit Card Administration shared mailbox and SharePoint portal page.
- Serve on the SFS Agency Security Administrator team, providing support with assigning SFS user roles, password resets, responding to inquiries, and assisting with trainings.
- Serve as a contact for OMH travel policy and procedures to OMH facilities and Central Office divisions, providing support, training, and technical assistance to OMH travelers, proxies, and approvers.
- Create, review, and test various Administrative Support Procedures and internal controls projects relating to OMH fiscal functions.
- Act as an agency liaison to facility staff, Central Office program staff, and control agency staff such as the Division of Budget (DOB), Office of the State Comptroller (OSC), and the Office of General Services (OGS) Business Services Center (BSC).
Requirements
Minimum qualifications for each level are as follows:
- Senior Administrative Analyst (G18) - $66,951: Six years of experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, develop internal controls, collect data, conduct cost-benefit or systems analysis, evaluate and develop recommendations to improve program operations, and design and update procedure manuals, forms, and policy.
- Administrative Analyst Trainee 2 - $59,994: Five years of the above-described experience.
- Administrative Analyst Trainee 1 - $53,764: Four years of the above-described experience.
Education substitutions: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years; master's degree may substitute for five years; J.D. may substitute for six years.
Transfer: Candidates must have permanent status as a Senior Administrative Analyst and be eligible for lateral transfer, or be eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law by having one year of permanent competitive service in a qualifying title within two salary grades.

Pay
Starting salary varies based on education and experience:
- $53,764 (Administrative Analyst Trainee 1)
- $59,994 (Administrative Analyst Trainee 2)
- $66,951 (Senior Administrative Analyst, full performance level)
For current New York State employees, the starting salary is based on the candidate’s salary at the time of hire.
