About the role

The Section 8 Manager is responsible for overseeing the Section 8 Housing Choice Voucher (HCV) Program, ensuring compliance with HUD guidelines and regulations, and achieving satisfactory ratings under HUD's SEMAP or other HUD evaluation systems.

Responsibilities

  • Plans, manages, and monitors the HCV Program to ensure compliance with HUD guidelines and regulations.
  • Establishes accessible systems to meet the social service needs of program participants.
  • Interprets federal regulations and the Administrative Plan to ensure program compliance.
  • Reviews vouchers, re-examinations, rent adjustments, and changes of dwelling.
  • Oversees the waiting list and tenant background checks for recertification.
  • Executes leases and collects rent, ensuring accuracy and completeness.
  • Schedules and conducts re-examination interviews, verifying information and rent for recertification and move-in.
  • Explains rent calculation to tenants and assists with recertification materials.
  • Prepares and sends notices of rent adjustments, managing activities through the PIC/EIV systems.
  • Manages budget, prepares and submits funding applications, and monitors operational expenses.
  • Develops and monitors program outreach efforts and evaluates results.
  • Ensures compliance with HQS inspections and abatement procedures.
  • Performs performance appraisals and maintains positive owner, participant, and public relations.

Requirements

A bachelor’s degree in business, Public Administration, or a closely related field from an accredited college or university, combined with three (3) years of experience in property management or low-income housing with increasing responsibility in a senior supervisory capacity, or an equivalent combination of education, training, and experience.

The following certifications must be obtained within one (1) year of employment or other allowable period of hire as authorized by the Executive Director or his/her designee:

  • HCV Executive Management Occupancy Standards
  • Rent Calculation
  • Enterprise Income Verification System (EIV)

Knowledge of HUD-established and Agency established performance standards as they relate to income and rent determinations. Computer literacy, including personal computing and data entry, is required. Strong communication skills, including reading, writing, listening, and speaking, are essential. Understanding of the HCV Program, including pro-ration, estimation, and percentages, is necessary. Ability to prepare clear, concise reports and make appropriate recommendations is required. Effective leadership skills and the ability to maintain a 98% occupancy rate and complete 98% of annual re-certifications accurately and on time are expected.

Qualifications

The employee must be able to sit and/or stand for up to eight (8) hours at a time, bend, stoop, push, and pull as needed, use fingers bilaterally and unilaterally to operate office equipment, and establish and maintain effective working relationships with co-workers and clients. Vision and hearing corrected to be able to operate office equipment and fulfill essential job functions. Attendance is reliable; leave does not exceed the amount as prescribed by Agency policy and procedure manual.
