SDA Manpower and Financial Analyst
Odyssey has an exciting new opportunity supporting the U.S. Space Force, Combat Forces Command (CFC), Space Domain Awareness (SDA), Mission Delta 2 (MD 2) at Peterson Space Force Base in Colorado Springs, CO. This full-time position allows 1-2 days per week of telework at the discretion of the Government.
About the Role
As an SDA Manpower and Financial Analyst, you will provide planning, programming, budgeting, and execution (PPBE), logistics, and manpower support across multiple squadrons and MD 2. MD 2 leads SDA operations with current SDA programs of record, networks, and Command and Control (C2) data exploitation and dissemination systems. Responsibilities include integration of SDA sensor data from accredited Space Surveillance Network (SSN) or non-traditional sources for USSPACECOM missions, while sustaining sensor systems such as Eglin Radar, Space Fence, C-Band Radar, Australia, GEODSS, SST, and the future Deep Advanced Radar Capability (DARC).
Odyssey supports the Government in five areas: Product Support, Sustainment Engineering & Sustainment Management, Technical Order Management, Technical User Interface, and System Design, Engineering, and Integration. These tasks are executed in collaboration with SpOC, Space Systems Command, development contractors, and SDA stakeholders.
Responsibilities
Manpower Analyst Duties
- Manage military and civilian personnel resources to ensure efficient functioning of the mission delta, squadrons, and detachments.
- Serve as the focal point for administering Human Resources, Commander’s Support Staff (CSS) plans and programs, and Unit Deployment Manager (UDM) for the organization.
- Provide civilian and military personnel administrative support, including personnel and resource management, training, and manpower analysis for the entire Delta.
- Comprehend Office of Personnel Management (OPM) guidance to provide planning and execution support for civilian hiring and appraisals.
- Analyze manpower needs, develop organizational structures, and manage allocation of personnel and resources to meet mission requirements.
- Provide personnel administration, including maintaining records, processing personnel actions, and supporting service members and their families.
- Manage talent for military and civilian personnel, including organizational charts, recall rosters, unit manning documents, duty assignment trackers, and 90-day inbound/outbound projections.
- Assist in hiring actions, reporting status against green door, vulnerable-to-move lists, permanent change of assignment boards, and reclama actions.
- Manage inbound and deployed sponsor assignments, in-processing/out-processing checklists, and coordinate outbound actions.
- Provide personnel support, including tracking performance reports, employee work folders, training, fitness reports, medical readiness, decorations, stratification boards, and award opportunities.
- Maintain a repository of current personnel documentation for both military and civilian staff.
- Report status for talent management, personnel support actions, and key Delta/leadership events during staff meetings or as required.
- Plan, organize, and oversee unit-level deployment activities, including managing Unit Type Codes (UTCs), coordinating with functional managers, and ensuring readiness of personnel and equipment for deployment.
- Manage status of personnel milestones and associated documentation.
Financial Analyst Duties
- Support planning, programming, budgeting, book-keeping, accounting, document maintenance, and cost reporting for agency projects and programs.
- Independently plan, organize, complete, and present assessments of cost, budget, and schedule implications.
- Prepare, analyze, interpret, and reconcile budgetary or financial data.
- Provide subject matter expertise and perform financial planning and management tasks.
- Provide funding, forecasting, budget information, execution status, and funds reconciliation following the PPBE process using FM tools and systems.
- Assist the team with financial support to meet program requirements.
- Maintain cognizance of approved, deferred, and released funds, and provide tracking documentation for program funds.
- Provide oversight and reporting information to identify current and future funding requirements.
- Maintain an accurate audit trail to track, record, and report the status of funding documents (active, expired, and canceled).
- Prepare reports such as selected acquisition reports, program reviews, financial management reviews, and tri-annual reporting.
- Provide research and analysis to support responses to inter-agency and higher headquarters requests for information.
- Advise Government financial management and program teams on budget submissions (e.g., Procurement Documents (P-Docs), Program Office Memorandum (POM) inputs).
- Maintain up-to-date knowledge of FM regulations and Appropriations law.
- Maintain proficiency on Government financial systems, including CCAR, CRIS, DEAMS, Looking Glass, and MOCAS.
- Provide planning assistance for Division members on various requests, issues, or requirements.
Infrequent travel to CONUS and OCONUS locations may be required upon Government direction.
Requirements
- Must be a U.S. citizen.
- Must have and be able to maintain a Secret clearance.
- Bachelor’s degree in Business, Accounting, Human Resources, or a related field.
- 2 or more years of experience performing accounting, human resources, or a related field within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency team.
Preferred Qualifications
- Top Secret/SCI clearance.
- Master’s degree in Business, Accounting, Human Resources, or a related field.
- 5 or more years of experience performing accounting or human resources within an Air Force, Space Force, DoD, Intelligence, or Missile Defense Agency team.
