ROW Operations Lead

This position is responsible for providing on-site coordination, direction, and technical oversight to Right of Way Field Technician crew members engaged in installation, repair, and maintenance work on City facilities and infrastructure. This role works alongside employees in the field, assisting in coordinating work assignments, monitoring work progress, and ensuring work is performed safely and efficiently.

Responsibilities

• In collaboration with the Maintenance Division Director, coordinates the work of Right of Way Working Foreperson I&II, Right of Way Field Technician I&II positions, and Recycling staff (oversight of Recycling Staff ends January 1, 2027).
• Completes required paperwork, including production reports, work orders, crew schedules, and logs of activities using the City’s asset management program.
• Confirms accuracy and completion of Right of Way workgroup work orders and ensures appropriate documentation of all billable and non-billable work prior to submittal.
• Assists crew members in maintenance and repair work on City facilities by coordinating activities, reviewing work, and providing technical oversight.
• Prepares, coordinates, and leads assigned work groups in daily assignments and projects, including scheduling Dig Safe, excavating permits, and collecting required deposits.
• Monitors and provides on-site feedback on job duty proficiency, productivity, conduct, attendance, compliance with procedures, and training of crew members.
• Collaborates with the Maintenance Division Director to determine work priorities and resource needs, including materials, equipment, and work schedules.
• Prepares requisitions for materials to complete projects in accordance with Department policies and procedures.
• Maintains control over progress and quality of work in alignment with departmental goals and standards.
• Demonstrates proficiency in interpreting construction/project blueprints and applies them in the field for project layout, including establishing grade elevations and new structure/pipe installation.
• Installs various sized sewer and storm drain pipes at grade using sight levels, laser levels, or pipe lasers.
• Coordinates off-hour emergency sewer and stormwater repairs.
• Identifies and coordinates maintenance and repairs of assigned equipment with the Fleet Manager.
• Prepares and delivers trainings to Right of Way Field Technicians and Working Forepersons, and assists the Division Director in developing and maintaining standard operating procedures (SOPs).
• Assists in identifying required safety trainings and relevant training opportunities to enhance workgroup performance.
• Coordinates with and trains staff from other City departments for snow removal operations, including safe operation of equipment such as sidewalk tractors, dump trucks, plow trucks, and salt spreaders.
• Operates Division equipment, including backhoes, excavators, skid steers, front-end loaders, and other related machinery.
• Oversees and coordinates street and sidewalk snow removal operations, including performing snow plowing as required.
• Leads off-hour snow plowing operations, coordinates schedule adjustments for alternating crews, and provides updates to DPW leadership for external communications.
• Fields calls from the public, emergency services, and public transit providers during snow events and coordinates with parking services for snow removal during parking bans.
• Oversees and coordinates the City’s annual clean sweep operations, including coordination with parking services and oversight of rental sweepers.
• Oversees nighttime snow removal operations in the downtown area, clearing snow along parking stalls and meters after snow events.
• Reviews leave requests for alignment with resource needs and verifies weekly payroll for completeness and accuracy prior to final approval.
• Acts as an ambassador for the Department of Public Works, aligning work with the Department’s mission and vision.
• Performs duties and functions of subordinate positions as needed.

Requirements

• High School diploma or equivalent required.
• Six years of experience in construction, maintenance, and repair or related field, with at least two years in a supervisory role, or 150 hours as a group lead.
• Complete OSHA 30 within six months of hire and stay current with all safety trainings.
• Class B CDL license required.
• Proficient in directing work activities of a large (approximately 15 crew member) work crew and leading by example.
• Proficient in selecting and assigning staff to tasks while maintaining quality control on projects.
• Proficient in determining and demonstrating appropriate methods, procedures, and techniques for assigned tasks.
• Ability to use computers, smartphones, tablets, email, and the internet effectively.
• Proficient in using Asset Management software to create work orders and manage inventory.
• Strong problem-solving and communication skills (oral and written).
• Ability to train and motivate subordinate workers.

• Proficient in operating sewer and stormwater Vactors, front-end loaders, asphalt rollers, street sweepers, sidewalk plows, dump trucks, jackhammers, backhoes, bobcats, and other related equipment.
• Proficient in operating wheeled and tracked snowplow equipment on City streets and sidewalks to plow, remove snow and ice, salt, and sand.
• Ability to work outdoors in all weather conditions.
• Ability to work in confined spaces and moving traffic areas.
• Ability to work nights, weekends, and on-call as required.
• Regular attendance is necessary and essential to meeting job expectations.
• Ability to understand and comply with City standards, safety rules, and personnel policies.
