Road Operations Supervisor - Signs & Pavement Markings - Public Works

About the Role

Marion County Public Works is seeking a Road Operations Supervisor to join the Road & Bridge Maintenance & Operations Division. This role leads crews maintaining and improving traffic safety features, including signs and pavement markings for Marion County and outside agencies. The supervisor also oversees the Litter/Nuisance Control program to maintain community aesthetics throughout Marion County.

Responsibilities

• Supervise the Public Works - Operations’ Signs, Pavement Markings, and Litter/Nuisance Control programs and crews.
• Communicate assignments to staff through written and oral instruction.
• Oversee preparation of sign layouts, lettering, erection of signs, road striping, pavement marking operations, and maintenance of flashing lights.
• Collaborate with other departments, county staff, and agencies on joint projects or shared resources.
• Plan and coordinate daily, weekly, and annual road maintenance needs, including evaluating equipment and material needs, determining cost estimates, prioritizing, and scheduling crews.
• Check, evaluate, and respond to road and right-of-way service requests within the county.
• Ensure crew leaders and members are current on safety rules and training; take corrective action, including ordering work stoppages for unsafe conditions.
• Assist Fleet with developing specifications for equipment acquisitions and maintenance schedules.
• Ensure accuracy of labor, equipment, materials, productivity, and contracted services on daily time entries.
• Generate estimates, purchase orders, project numbers, establish contracts, coordinate scheduling, maintain records, and handle billings for Work for Others (e.g., ODOT, cities, neighboring counties).
• Attend meetings, seminars, and training; participate in Operations division management meetings.
• Provide public notification for road maintenance and repair projects.
• Assist in recruitment, interviews, and training of new employees.
• Conduct annual employee evaluations, determine performance measures, and aid in career development and training programs.
• Work with Human Resources and Public Works staff on employee issues, including written documentation and handling personnel problems.
• Participate in ongoing training and professional development.
• Ensure incident reporting is conducted and followed up with root cause analysis and solution-based opportunities.
• Supervise urgency/emergency work, storm response, and county emergency operations as an essential public works employee (available 24/7 year-round).
• Act as after-hours emergency response supervisor on a rotating basis; work alternative schedules as needed.
• Coordinate crews for inclement weather and storm damage response; participate in hazard cleanups on roads and related properties.
• Participate in basic incident command training and drills to support EOC activities, including fieldwork.
• Perform other duties as assigned by management.

Requirements

• High school diploma or equivalent, with college-level coursework related to the position.
• Five years of progressively responsible experience in road construction or operations maintenance, including two years in a specialty field (e.g., road maintenance, signs, pavement markings).
• Two years of supervisory, lead worker, or foreman experience.
• Or any satisfactory combination of work, education, training, or experience relevant to the position.

Special Requirements

• 24-hour emergency response availability; this is an essential position requiring work during emergencies or business closures.
• Safety-sensitive position; pre-employment drug screen required (including marijuana testing).
• Valid driver’s license with an acceptable driving history (Marion County will review driving records).
• Must pass a criminal history background investigation (conviction may not disqualify).
• Certifications required within specified timeframes:
  • FEMA ICS/NIMS IS-100/700 Incident Command (within 90 days of hire).
  • Flagger certification with an approved State of Oregon trainer (within 30 days of hire).
  • Hazardous Material Response: Awareness and Limited Operations Levels (within 90 days of hire).

Schedule

• Summer: Monday through Thursday, 7:00 am - 5:30 pm.
• Winter: Monday through Friday, 7:00 am - 3:30 pm.
• Flexibility required based on department and program needs.

Knowledge, Skills, and Abilities

• Thorough knowledge of materials, methods, and equipment used in road construction, maintenance, and repair.
• Familiarity with traffic laws, safety rules, and environmental laws/procedures.
• Experience in sign manufacturing, road striping, pavement marking, bridge maintenance, carpentry, concrete work, metal fabrication, and related disciplines.
• Skill in operating equipment, preparing cost analysis and budgetary reports, and using word processing, spreadsheet, and database software.
• Ability to plan and direct specialized workers, maintain harmonious relations with employees and the public, and use email, internet, and geographical information systems.

Physical Requirements

• Operates a motor vehicle; sees using depth perception; stands, sits, bends, stoops, climbs stairs, crawls, and reaches overhead.
• Lifts up to 30 lbs., carries up to 50 lbs., pushes/pulls up to 150 lbs., and moves carts weighing up to 150 lbs.
• Uses rapid mental/hand/eye coordination; speaks clearly and audibly; reads 12 pt. font; distinguishes colors and shades.
• Works in areas exposed to heat, cold, humidity, dust, vibration, noise, chemicals, and bloodborne pathogens.
• Works in wet and uneven areas; uses ladders and/or scaffolding.
