Street Supervisor (Public Works)

About the role

This managerial position oversees and operationally manages the Streets Division, acting with a high degree of independence. Responsibilities include planning, scheduling, and supervising employees to ensure effective, efficient, and safe use of equipment for timely and cost-effective work completion. The role involves prioritizing and scheduling multiple projects, skilled maintenance and repair of streets, alleys, and sidewalks, and determining materials, specifications, and plans for equipment repairs and acquisition. The selected candidate will serve as Snow Commander during snow operations and develop programs for pavement maintenance.

Responsibilities

• Oversee day-to-day operations of street, alley, sidewalk maintenance services, leaf collection, and snow removal to ensure efficiency and effectiveness.
• Manage and supervise division personnel, evaluate work performance, and recommend disciplinary action when appropriate.
• Plan and implement work schedules for maintenance and repair of streets, alleys, and sidewalks to meet necessary standards.
• Prepare and manage budgets for the streets division, monitor expenditures, and seek cost-effective solutions.
• Prepare and maintain records and reports.
• Motivate employees using human relations skills and encourage teamwork.
• Respond to technical inquiries, investigate complaints, and initiate corrective measures.
• Perform staff management activities, including evaluating performance, preparing payroll, conducting safety training, and developing new programs.
• Respond to after-hours emergency calls to determine workforce and response level required.
• Oversee recruitment and selection of assigned staff within the division.
• Answer public questions regarding Public Works issues and advise on procedures for filing requests with City Council or other City Boards/Commissions.
• Inspect work in progress to ensure workmanship meets specifications and best practices.
• Meet with citizens and community groups to present information or obtain input on proposed public right-of-way or Public Works programs.
• Respond to and investigate customer and City Council concerns.
• Coordinate with the Project Management Supervisor to monitor Public Works maintenance projects.
• Oversee 24/7 storm/emergency damage operations and assist in snow removal as Snow Commander.
• Attend and participate in City Council meetings, committee meetings, neighborhood meetings, and management team meetings as required.
• Monitor and maintain the division budget under the direction of the bureau chief.
• Perform other duties as assigned.

Requirements

• Bachelor’s degree in Public Administration or a closely related field, and five (5) or more years of public works experience with two (2) or more years in a supervisory capacity.
• Ten (10) years of progressive work experience in a related field, with five (5) years in street maintenance management and two (2) years in a supervisory capacity, may substitute for the degree.
• Must possess or be willing to obtain National Incident Management System (NIMS) ICS 100, 200, 300, 400, 700, and 800 Certification within 18 months of employment.
• Must possess a valid driver’s license and a safe driving record. A Class A or B Commercial Driver’s License is preferred but not required.

Skills

• Demonstrated skill in assessing training needs and developing/delivering workplace training.
• Proven ability to supervise staff and work with diverse groups and individuals.
• Knowledge of street maintenance management processes, local, state, and federal regulations, and technologies.
• Ability to read, understand, and develop detailed specifications for RFP and RFQ.
• Excellent communication skills (oral, written, and presentation).
• Established track record of vision and innovation.
• Strong working knowledge of implementing program changes and extensive experience in street maintenance.
• Considerable knowledge of methods, practices, and principles of construction, maintenance, and repair of streets.
• Considerable knowledge of modern snow and ice control methods, including anti-icing, pretreatment of salt, sidewalk snow removal, and post-storm cleanup.
• Considerable knowledge of work rules and safety regulations.
• Considerable knowledge of methods, tools, equipment, and safety precautions used in Public Works Operations.
• Thorough knowledge of OSHA and IDOL standards and precautions.
• Knowledge of modern supervisory principles, including program planning, scheduling, coordination, and public relations.
• Proficiency in common software, including Office, G Suite, GIS, CMMS, and other relevant software.
• Ability to lead, motivate, and maintain positive working relationships with division staff.
• Ability to provide orientation to new employees and trainees on work policies, procedures, and safe work practices.
• Ability to schedule, assign, and reassign work according to deadlines and evolving priorities.
• Ability to coordinate work schedules of all division employees.
• Ability to help resolve complex or difficult work problems for Public Services Bureau staff.
• Ability to inspect work performed by division employees and ensure deficiencies are corrected.
• Ability to maintain paper-based and digital records of work performed, including materials, supplies, labor, and equipment used.
• Ability to establish and maintain effective working relationships with peers, supervisors, contractors, government officials, community organizations, and community members.
• Ability to respond to community members in a friendly, courteous, and customer-service-oriented manner.
• Ability to communicate effectively, both orally and in writing, and present at public meetings.

Physical Requirements

• Ability to exert up to 50 pounds of force occasionally, up to 20 pounds frequently, and up to 10 pounds constantly to move objects; ability to move heavy objects (100 pounds or more) short distances.
• Ability to work outdoors in extreme weather conditions, including cold, high winds, rain, snow, sleet, high temperatures, and humidity.
• Ability to focus on small and distant objects, recognize depth, lift, bend, kneel, sit, or stand for long periods, work in confined spaces, and work outdoors at night with limited lighting.
• Ability to walk or navigate over rough, uneven, or rocky surfaces.
• Ability to work around chemicals, asphalt products, concrete, vehicle or equipment fumes, gases, dust, and dirt while following safety guidelines.
• Ability to work on job sites with elevated noise levels and vibrations.

Pay

$97,663.68 - $146,496.14. Starting salary is dependent upon qualifications but in most cases does not exceed the midpoint of the range.

Supervision

Work is performed with technical independence under the direction of the Manager of Field Services. Assignments are general and may involve providing skills enhancement training to Streets Division staff. Work is evaluated at least annually for safe and skilled operation of equipment, quality of tasks, adherence to work rules, and performance in accordance with classification standards.
