About the role

Responsible for a variety of professional level duties in the Human Resources Department pertaining to recruitment, including screening and referring applications, sourcing and outreach for qualified applicants, selections, onboarding and off-boarding, new employee orientation, retention, and staffing for the County.

Responsibilities

  • Prepare job vacancy advertisements, working closely with departmental personnel to address specific recruitment needs.
  • Maintain the recruitment information on the employment website.
  • Coordinate workflow and assignments with administrative employees.
  • Receive, review, and process requests to fill job vacancies; write position vacancy advertisements and post ads to the internal online recruiting system and other advertising sites.
  • Learn and remain informed about County positions, including duties, requirements, and departmental needs to develop effective recruitment strategies.
  • Review selections made by hiring authority to ensure conformance with requirements and sound employment practices.
  • Serve as the primary system administrator for the online recruitment system; create and maintain class specifications for hiring managers.
  • Establish exam plans for advertisements; assist departments with developing supplemental questions and scoring plans.
  • Process applicants through auto-scoring, place candidates on eligible and referred lists for hiring managers, and send email notifications to applicants regarding non-selection.
  • Archive exam plans and lists when a position is filled; assist applicants and County staff with questions about the online recruiting and hiring process.
  • Run reports on data maintained in the system; create, update, and modify definition tables, forms, training, and instructional materials.
  • Attend regularly scheduled user meetings; place work orders to resolve technical problems.
  • Review employee onboarding materials with new employees; conduct new hire orientations covering organization, personnel policies, procedures, and benefits.
  • Assist new hires with questions regarding County benefits, policies, and procedures, including medical, dental, retirement, deferred compensation, and life insurance.
  • Prepare offer letters, promotions, separations, retirement letters, and personnel action memorandums; implement pay changes such as promotions and temporary salary increases.
  • Plan, coordinate, and prepare the County for hosting an annual job fair; collaborate with departments to participate and recruit potential new hires.
  • Participate in external job fairs and take necessary steps to recruit qualified employees.
  • Utilize the Human Resources Information System (Munis) to complete personnel actions, including establishing new employees, processing status and pay changes, and processing employee separations.
  • Assist with the creation of reports as needed.

Requirements

  • Bachelor’s degree in human resources administration, business, public administration, or a closely related field with 3 to 5 years of experience; or any equivalent combination of education and experience.
  • Possession of a valid driver's license issued by the Commonwealth of Virginia.
  • This job is contingent upon successful completion of pre-employment checks, including criminal history, background, and DMV record checks.

Skills

  • Thorough knowledge of recruitment, employment, retention, and compensation principles and practices.
  • Thorough knowledge of word processing, spreadsheet, presentation, and database software applications.
  • General knowledge of health and welfare benefits, including enrollment procedures and special open enrollments.
  • General knowledge of retirement plans, including pensions and defined contribution plans.
  • General knowledge of statistics and sampling techniques.
  • Effective oral and written communication skills, and excellent customer service skills.
  • Ability to adapt to change and learn various software programs.

Physical Demands

Must be physically able to operate a variety of automated office machines, including computers, scanners, calculators, copiers, and facsimile machines. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods.

Pay

$62,423.00 - $75,000.00 Annually
