About the role

The Department of Human Services (DHS) Background Studies Division (BGS) in the Office of Inspector General has an opening for a Quality Control Specialist to join the highly collaborative Quality Management (QM) team. This position serves as a principal quality control specialist, coordinating comprehensive quality control activities and analysis for the statewide Background Studies program and system(s). Responsibilities include quality reviews, process control and analysis, and monitoring of system misuse. The role uses data trending methods and knowledge of state and federal program requirements to ensure high-quality standards and efficacy of program products, services, systems, and processes while ensuring conformance with state and federal statutes and regulations.

Responsibilities

• Lead planning, development, and implementation of comprehensive quality control activities and initiatives within the Background Studies program and the complex DHS background study system(s).
• Coordinate and evaluate performance and process data, trends, and ongoing practices to ensure increased program efficiency, effectiveness, and stakeholder satisfaction.
• Develop reports to ensure quality control and quality improvement through enhanced data-driven system and process monitoring.
• Maintain overall monitoring of provider misuse of the NETStudy 2.0 system and recommend quality control strategies to address system misuse.
• Collaborate with QM team members and other division staff to perform root cause analysis; identify, analyze, and propose solutions for underlying causes of problems or inefficiencies in BGS processes, systems, or operations.
• Assess quality findings and develop recommendations regarding Background Studies policy, service delivery, technology systems/system use, and compliance-related processes, collaborating with affected programs and agencies as appropriate.
• Maintain up-to-date knowledge of complex multi-program regulations, policies, and procedures.
• Work with staff and representatives from the Office of Inspector General (OIG), Department of Human Services (DHS), other state agencies, counties, tribal communities, and stakeholders to support compliance with applicable state and federal background study laws, rules, regulations, and standards.

Requirements

Three (3) years of quality management experience in a compliance or regulatory work unit. Experience must demonstrate the following:

• Working with quality management systems, including methods, principles, and techniques.
• Working knowledge of quality management standards and government compliance.
• Monitoring data against benchmarks for process standardization, root cause analysis, or performance improvement.
• Preparing reports and/or data by gathering, analyzing, and/or summarizing relevant information or findings.
• Analyzing and interpreting statutes, regulations, and/or policy guidance, particularly regarding publicly funded health and human service programs.
• Using computers/software applications, including collaborative platforms such as SharePoint, WebEx; and/or Microsoft applications: Word, Excel, Outlook, PowerPoint, Access, and/or Teams.

Preferred Qualifications

• Certification in Quality Management, Project Management Professional (PMP), or other business process improvement (Six Sigma, Kaizen, etc.).
• Certified in Criminal Justice Information System (CJIS) Security Awareness.
• Knowledge of the Office of Inspector General’s (OIG) regulatory, compliance, and program integrity focus, and its relationship to the Department of Human Services (DHS).
• Knowledge of the Human Services Background Studies Act, MN Statutes, Chapter 245C.
• Ability to understand and quickly process data, policy, and research questions.
• Analytical abilities and critical thinking skills in determining courses of action.
• Demonstrated skills in research, decision-making, meeting facilitation, and public speaking.
• Experience working effectively with others from different backgrounds and cultures.

Additional Requirements

• Successful completion of a background investigation prior to employment, including criminal background check, reference check, and fingerprinting check (MNJIS/CJIS).
• Completion of the Criminal Justice Information System (CJIS) Security Awareness training within 3 business days from the start of employment; and successfully obtain/retain CJIS certification annually.

Pay

$32.97 - $48.60 / hourly; $68,841 - $101,476 / annually
