About the Role
The Housing Support Program Quality Assurance Specialist ensures compliance monitoring, quality assurance, program integrity, and process documentation across the Housing Support Program (HSP). This position interprets complex regulatory requirements, determines compliance status, identifies systemic risk, and designs and implements corrective action strategies. The role directly administers HSP agreements and leads program-wide compliance functions, with determinations and recommendations shaping provider relationships and internal processes.
The role includes two distinct functions:
- Compliance Monitoring: Systematic, risk-based oversight to assess whether providers and agreements meet regulatory requirements, focusing on sustained adherence and early risk detection.
- Quality Assurance Reviews: Investigative and evaluative processes initiated in response to complaints, referrals, or monitoring signals, focusing on understanding root causes and improving program quality.
The incumbent serves as an internal expert, providing guidance to staff, leadership, and external partners, and advancing process and policy improvements based on compliance and quality assurance findings.
Responsibilities
- Design, refine, and execute systematic compliance monitoring protocols to assess HSP provider adherence to program requirements, exercising independent judgment in interpreting regulations and determining compliance status.
- Lead HSP quality assurance reviews—structured investigative processes initiated in response to complaints, referrals, or monitoring signals—to evaluate service quality, practice patterns, and corrective actions.
- Develop and track corrective action plans to resolution, consulting with HSP supervisors on findings with significant policy, fiscal, or legal implications.
- Maintain and strengthen program infrastructure for compliance and quality assurance functions, ensuring robust documentation for internal audits and consistent application of practices statewide.
- Manage projects and contribute subject matter expertise to cross-functional teams and division-wide initiatives related to housing support services.
- Provide guidance on compliance, quality assurance, and regulatory interpretation to internal and external stakeholders.
Requirements
Two (2) years of advisory-level work experience in homelessness, housing support, and/or affordable housing programs, demonstrating:
- Skill in managing or responding to compliance monitoring and quality assurance methodology, including auditing response, documentation standards, and findings.
- Knowledge of federal, state, and local compliance requirements for housing programs and systems.
- Experience with state income support and healthcare programs, including adult income supports, eligibility systems, and associated data systems.
- Proficiency in data planning, collection, analytics, and management to produce measurable results.
A bachelor’s degree or higher in human services, counseling, social work, or a related field may substitute for one (1) year of required work experience.
Preferred Qualifications
- Experience working effectively with diverse backgrounds and cultures.
- Understanding of equity principles and their application in compliance and quality assurance functions.
- Knowledge of state and local organizational structures, including political dynamics affecting compliance decision-making and partner engagement.
- Project management skills to plan, sequence, and track complex multi-stakeholder compliance and audit processes.
- Strong human relations and communication skills, both verbal and written.
Additional Requirements
- Finalists must pass a Minnesota Department of Human Services (DHS) criminal background check.
- Employee reference checks, including documentation review and contact with former employers, will be conducted for all finalists.
Schedule
- Full-time, unlimited (permanent) position.
- Dayshift: 8:00 AM to 4:30 PM, Monday through Friday.
- Travel required: Approximately 20–40% for meetings.
- Telework eligible for applicants residing in Minnesota or bordering states (within 50 miles of the primary work location). Flexible work hours may be permitted with supervisory approval.
Pay
Salary range: $29.76 – $43.69 per hour; $62,138 – $91,224 annually.
