About the role

Presides over formal quasi-judicial and quasi-legislative hearings that affect public service companies and/or their customers, either alone or as a member of a panel with two Commissioners. Writes clear and comprehensive rulings and orders as the result of these hearings. Provides formal mediation and alternative dispute resolution services to resolve disputes between public service companies and customers. Supervises and presides over work groups to ensure they meet assigned goals.

A Public Utility Law Judge Senior is the advanced performance level responsible for conducting quasi-judicial hearings and formal cases, rendering decisions on behalf of the Public Service Commission (PSC). This role handles more complex cases than lower-level judges and oversees all aspects of administering and litigating proceedings, including filing Proposed Orders.

Responsibilities

• Conduct formal quasi-judicial and quasi-legislative hearings, either independently or as part of a panel.
• Write clear and comprehensive rulings and orders following hearings.
• Provide formal mediation and alternative dispute resolution services to resolve disputes between public service companies and customers.
• Supervise and preside over work groups to ensure they meet assigned goals.
• Handle complex cases, including all aspects of administering and overseeing litigated proceedings.
• File Proposed Orders on behalf of the PSC.

Requirements

• Juris Doctor degree or equivalent from an accredited law school.
• Seven years of experience in the practice of law.
• Within the past nine years, a minimum of seven years of experience either:
  • Presenting exhibits or evidence, examining witnesses, and submitting written briefs in contested evidentiary hearings before a quasi-judicial body or trial court; or
  • Preparing proposed decisions for a trial court or quasi-judicial body.
• Must be a member of the Maryland bar at the time of appointment.
• If assigned duties requiring operation of a motor vehicle, must possess a valid Maryland motor vehicle operator’s license.

Note: U.S. Army Forces military service experience as a commissioned officer in general attorney classification or specialty codes in the legal field may substitute year-for-year for the required experience and education.
